Responsibilities
Raba Kistner is seeking a detailed-oriented, dependable Senior Project Manager NEPA/Natural Resources to join our Environmental team in the Houston, TX or San Antonio, TX.
Manage a wide variety of natural resource projects including, but not limited to, the performance of and reporting related to biological (flora/fauna) studies, waters of the United States evaluations and permit applications, environmental impact assessments (Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, etc.).
Supervise and mentor direct reports and project staff to help grow and train our suite of natural resources professionals.
Oversee natural resource projects that may include field activities and completion of technical tasks, studies, and deliverables.
Participate in proactive client building and opportunity identification through networking, being active in local environmental associations, public speaking opportunities, and providing excellent customer service to internal/external clients and agencies.
Oversee and/or lead field crews during Service Line field activities and directly participate in the field as needed.
Identify and evaluate potential subcontractors, as needed, and, if selected, oversee their work.
Drive company vehicle and manage and complete all assigned jobs efficiently and on time.
Understand, adhere and participate in the Raba Kistner Health and Safety and Quality Management Systems and set a good safety example.
Perform other duties as assigned.
Qualifications
A Bachelor’s degree in Biology, Wildlife Ecology, Environmental Science, or a closely related field (Master’s degree is preferred).
Minimum 5 years of experience conducting ecological studies and preparing environmental documents in support of NEPA compliance in the transportation, energy, water, and other sectors.
Minimum 5 years of experience conducting rare/protected species habitat evaluations and making impact/effect calls.
Possess a valid driver’s license within the applicable jurisdiction and meet company’s auto insurability requirements.
Successful completion of a formal wetland delineation-training course. Working knowledge of Clean Water Act, Clean Air Act, Endangered Species Act, Migratory Bird Treaty Act, E.O. 12898 (Environmental Justice), and others. Experience preparing waters of the U.S. Delineation reports and Department of the Army Permit Applications for impacts to surface waters (including wetlands) subject to Section 404 of the Clean Water Act. Familiarity with field application of the U.S. Army Corps of Engineers 1987 Wetland Delineation Manual and Regional Supplements.
Preferred Experience & Certifications
Preparing one or more of the following documents: Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Federal Energy Regulatory Commission filings, HUD Environmental Review Records, TWDB Environmental Information Documents, Presidential Permit Applications, and others.
Conducting migratory bird nest surveys and preparing reports of findings.
One or more of the following TxDOT pre-certification work categories: 2.1.1, 2.2.1, 2.3.1, 2.4.1, 2.4.2, 2.4.3, 2.6.1, 2.6.2, 2.6.3, 2.14.1.
Possess USFWS endangered species permits for listed species.
Required Skills Good oral and written communications skills and ability to work in teams at different levels within the organization. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook). Ability to work in a dynamic environment with flexible hours and possible out-of-town travel.
