Business Operations Support Analyst
SMX is seeking a Business Operations Support Analyst to support the Secretary of the Air Force Office of Competitive Activities (SAF / OC) within the Office of Commercial Economic Analysis (OCEA). OCEA analyzes commercial market dynamics to inform Air Force strategy and decision-making.
This position requires a highly adaptable analyst with a diverse skill set who can operate across financial management, process improvement, and executive support functions. The analyst will help monitor task progress, manage funding documentation, coordinate workflow improvements, and prepare high-quality briefings and correspondence for senior officials. The ideal candidate is adaptable, detail-oriented, and capable of supporting a range of organizational priorities in a dynamic environment.

This position requires a DoD TS / SCI and requires US citizenship for work on DoD contracts.
Essential Duties & Responsibilities
Assist in cross-functional process improvement initiatives to enhance workflow efficiency, mitigate risk, and streamline support for senior government officials
Document and analyze current-state workflows and business processes; support the development of process maps, data analysis, reports, presentations, and supporting materials
Support the monitoring and reporting of formal task progress in enterprise tracking systems to ensure visibility, accountability, and timely closure
Contribute to financial and administrative support activities for a cross-functional team
Track and report on the obligation and execution of project funds; assist in the year-end reconciliation of direct and reimbursable funding
Verify the accuracy of spend plans and financial execution data within the enterprise resource management system
Develop and maintain trackers for reimbursable funding and Military Interdepartmental Purchase Requests (MIPRs) to support monthly Program Management Reviews (PMRs)
Draft and process Support Agreements (7600A), coordinate incoming / outgoing orders, and prepare Determinations and Findings (D&Fs), ensuring alignment with spend plans and MIPR actions
Assist with the preparation of Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) deliverables to support long-term program objectives
Develop and maintain project management plans, schedules, and documentation to support mission execution
Assist a Contracting Officer Representative (COR) with administrative tasks to ensure compliance with contract terms and federal regulations
Coordinate actions necessary to ensure timely closeout of fiscal year financial obligations
Track and support onboarding, staffing changes, and personnel realignment across the organization
Assist with reimbursement funding processes and related financial documentation
Provide analysis, evaluation, and recommendations for improving mission-critical and program-related operations
Create and maintain executive-level briefings (General Officer / SES level) to communicate program status, risks, and strategic initiatives
Draft, edit, and prepare executive-level correspondence for leadership signature
Aid in developing communication strategies, organizational roadmaps, and governance documentation
Provide administrative support for weekly acquisition and contract meetings
Required Skills / Experience
Active Top Secret (TS) clearance with eligibility for access to Sensitive Compartmented Information (SCI)
Bachelor's degree
Experience supporting formal task tracking and reporting in an enterprise or government environment
Demonstrated ability to manage, reconcile, and analyze complex financial data across multiple funding sources or programs
Experience in developing and presenting financial data to internal and external stakeholders, including leadership
Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and Word
Strong organizational skills, with the ability to prioritize tasks and meet tight deadlines in a dynamic work environment
Excellent written and verbal communication skills, with experience coordinating across functional teams and with external stakeholders
Experience supporting DoD, IC, or other federal government programs in a cleared setting
Desired Skills / Experience
Master's degree
Program Management certification or Project Management Professional (PMP) certification
Demonstrated experience engaging with senior leadership, including General Officers / Flag Officers, and SES members
In-depth knowledge of the Department of Defense (DoD) PPB&E system and / or creating POM deliverables
Experience using Enterprise Task Management Software Solutions (ETMS2) or similar enterprise-level task tracking systems
Familiarity with Air Force financial management systems and practices, particularly the Defense Enterprise Accounting and Management System (DEAMS)
Experience working with a COR or within contract administration roles
Experience managing reimbursable funding, including MIPRs and support agreements
Relevant professional experience supporting the Department of Defense (DoD) and / or the United States Air Force
Experience supporting acquisition or contracting functions in a government environment
