Position Summary

The San Jacinto River Authority is seeking a Graduate Engineer or newly licensed professional Engineer who will assist with a variety of engineering and non-engineering tasks to support SJRA's mission, its operating divisions, and its customers. With general oversight, this individual will perform data collection and routine technical work, coordinate with internal and external personnel to gather information and documents, and conduct engineering analyses related to raw water, potable water, and wastewater infrastructure.

This job requires attention to detail, good interpersonal skills, excellent written and verbal communication skills, teamwork, and pursuit of excellence, and the ability to work with all divisions, departments and organizations necessary to accomplish SJRA's mission. Duties include but are not limited to:

Performs technical services as required to support the planning, development, operation, and maintenance of the various divisions (G&A, Lake Conroe, Bear Branch, Flood Management, Highlands, The Woodlands and GRP Divisions). Under guidance and with supervision from senior staff: collects and analyzes data, performs calculations, supports design development, drafts technical reports, reviews and offers comments on technical reports, assists with the preparation of project scope of works, assists in the development of project management plans, and supports engineering services during construction. This may include the in-house development of design drawings, cost estimates, and specifications for select projects. Assists with contract management tasks including, but not limited to, the administration, monitoring, review, and oversight of professional, construction, and other miscellaneous services contracts. Understands and applies relevant industry standards and regulatory requirements and applies knowledge to engineering activities. Reviews, offers comments and recommendations on technical reports, studies, permit applications, proposed plans, specifications and cost estimates, and calculations to assure compliance with the project scope, the operating division's needs, SJRA standards, and budget requirements. Acquires and applies knowledge of standard software applications (such as Procore, AutoCAD Civil 3D, lnfoworks ICM, WaterGEMS, Word, Excel and PowerPoint) and technical procedures to prepare exhibits/drawings, perform hydraulic modeling, and manage project documentation. Observes construction and/or operations and maintenance activities to gain knowledge of raw water, potable water, and/or wastewater infrastructure. Meets schedules, budgets, and deadlines in a fast-paced work environment. Participates in professional societies to continue education in emerging technologies and industry issues to support SJRA's strategic initiatives. This position is classified as a safety sensitive position. The individual holding this position is subject to random, unannounced drug and alcohol testing. This position is classified as secondary essential personnel. The individual holding this position will be required to work as required in (1) preparation for an emergency event and/or (2) during recovery from an emergency event as directed by their direct supervisor, Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements

Texas Driver’s License with insurable driving record is required for all.

Graduate Engineer 1

Bachelor’s degree from an accredited college or university in Civil, Environmental, Agricultural, Chemical, or Mechanical Engineering. Engineer-in-Training certification in the State of Texas or the ability to obtain an EIT within 1 year of employment.

Graduate Engineer 3

Bachelor’s degree from an accredited college or university in Civil, Environmental, Agricultural, Chemical, or Mechanical Engineering. At least 3 years of engineering experience related to water and sewer utilities; experience with pump stations, water plants, wastewater plants & drainage systems. A Master’s degree substitutes as 1 year of experience. Engineer-in-Training Certification in the Status of Texas is required.

Engineer 4

Bachelor’s degree from an accredited college or university in Civil, Environmental, Agricultural, Chemical, or Mechanical Engineering. At least 4 years of engineering experience related to water, sanitary sewer and drainage systems including pump stations, water plants and wastewater plants. A master’s degree will substitute for 1 year of experience. Registered Professional Engineer in the State of Texas is required.
