Environmental Compliance Officer

University of North Carolina at Chapel Hill invites applications for the permanent Environmental Compliance Officer (ECO) to lead environmental regulatory compliance, including Clean Water Act (CWA) permitting, stormwater monitoring, sampling, record‑keeping, reporting, and reclaimed water use permitting.
Responsibilities
Act as subject‑matter expert for environmental regulatory compliance, specifically CWA permitting and stormwater monitoring, sampling, and analysis.
Program manage the University Municipal Separate Storm Sewer System (MS4) Phase II NPDES Permit, including audits, inspections, sampling, and record‑keeping.
Manage individual facility permitting, permit renewal and amendments, and reporting.
Oversee the University’s reclaimed water use permitting for reuse of highly treated wastewater in irrigation, chilled water, and toilet/urinal flushing.
Investigate and characterize surface and subsurface contamination of soils and groundwater for legacy waste disposal and site contamination.
Act as liaison with federal, state, and local regulatory agencies and, when appropriate, supervise staff and consultants on a temporary basis.
Qualifications
Bachelor’s degree in a physical or biological science, environmental science/engineering, occupational safety, industrial technology, or a related discipline; or equivalent combination of training and experience.
Five to seven years of progressive environmental regulatory compliance experience in interpreting, applying, and managing compliance obligations related to air, waste, water, groundwater quality, and related programs (EPA One Plan, USTs, Title V, SPCC, TSCA, FIFRA, EPCRA).
Working knowledge of OSHA HAZWOPER regulatory compliance obligations and GIS ArcMap Pro.
Ability to wear a respirator (cartridge air purifying or open‑circuit SCBA) and perform physical tasks such as stooping, crawling, climbing ladders, and moving heavy equipment.
Annual medical clearance required for Emergency Response Team; severe weather essential and communicable disease mandatory.
Occasional night and weekend work assignments as emergencies arise.
Preferred
Professional credentialing by a relevant credentialing organization.
