The Hanford Waste Treatment and Immobilization Plant (WTP) is looking for a Senior Purchasing Specialist in Richland, WA. The Purchasing Specialist performs tasks involved in the formation and administration of purchase orders. This includes communication with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order terms and conditions. This position also prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments, and administers purchase orders. Telework designation: This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. The telework designation may be changed in the future at the company’s discretion. Major Responsibilities

Review the prime contract requirements, develop and prepare purchase order pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents for project commitments Participate in acquisition planning and balance purchasing requirements across operations Prepares, maintains, and monitors project bidder’s lists, ensuring input is received from all procurement functions and other operational groups Prepares and organizes assigned meetings (pre-bid, bid clarification, pre-award, and kick-off) to ensure complete understanding and agreement between Bechtel and the supplier on all contractual matters Communicates with requester to assist and/or guide them in the preparation of material requisitions Works with other functional departments to formulate RFQ/RFP packages and issues RFQs/RFPs to approved bidders Coordinates bidders’ questions and answers Receives bids and evaluates bids commercially Prepares Commercial Bid Summary and recommendations; participates in negotiations in the commitment of purchases Recommends purchase order awards and secures approvals per procedures Performs post-award administration duties and monitors progress through delivery and receipt Monitors billing for compliance Prepares periodic status reports for management Communicates with suppliers and subcontractors to meet project needs Education And Experience Requirements

Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience Required Knowledge And Skills

Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check including verification of employment and education Must be able to obtain a Department of Energy badge for access to the Hanford Site Must possess the right to work and remain in the United States without sponsorship Non-U.S. citizens from certain countries may be subject to additional security requirements that limit site access Proficiency in using standard software applications, specifically Microsoft Office Skilled in preparing clear and comprehensive correspondence and reports Ability to work with engineering, construction and other procurement team members Good credit standing to allow application and authorization for use of company cards Understanding of production methods and supplier fabrication steps Familiar with expediting points of order for pre-award and post-award meetings Familiar with developing and tracking metrics; proficiency in Bechtel software applications (Bechtel Procurement System, Digital Supply Chain Software) and other procurement modules preferred Ability to communicate effectively regarding technical and production matters with project functional groups General knowledge of legal and commercial aspects of procurement Total Rewards/Benefits
