Professional Engineer 1 (Civil/Geotechnical) NY HELPS - VID 198477 at NYS Office of General Services Duties
Perform geotechnical engineering duties including determining soil and field material, ground seepage, and detailed soil mechanics. Collect and analyze data on bedrock, foundations, and aquifer systems to inform subsurface construction plans. Investigate subsurface conditions, determine engineering properties of materials, and apply findings to design decisions and recommendations. Prepare geotechnical drawings and details, specifications, estimates, and/or studies for design projects. Coordinate design drawings and related specifications, construction costs estimates, etc., with the other technical disciplines. Actively manage the schedule of assigned projects according to workload, priorities, and design schedules. Review reports, drawings, specifications, and cost estimates prepared by design consultants. Actively oversee consultant design work for assigned projects. Develop and maintain project documentation, including records of meetings, correspondence, and progress. Review shop drawings, respond to contractor requests for information, create and/or review information bulletins, and provide similar construction administration and observation during the project’s construction. Provide geotechnical engineering recommendations and designs to support the response to client emergencies, as needed. Perform a full range of supervisory duties, including reviewing the work of subordinate staff. Operational Needs
Travel may be required (approximately 20%). Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required. Location

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and applicants must meet the following minimum qualifications to be considered for this position: A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below. Qualifying degrees: Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time experience related to geotechnical engineering practices. OR Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 22 or above and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK. Additional Comments
There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. This position is graded and offers a salary range from the hiring rate to the job rate for its designated grade. All hires begin at “Start Rate” unless prior state experience affords eligibility for hiring step increase as determined by OSC. Salary Adjustments for Positions in Albany: Geographic pay differential added to hiring salary = $7,000. Salary Adjustments for Positions in Pearl River: Geographic pay differential added to hiring salary = $13,500 Increased Hiring Salary added to hiring salary = $11,736 Downstate Adjustment added to hiring salary = $4,000 Seniority level
