Overview
BACKGROUND SiloSmashers is seeking a highly experienced Governance SME to join its growing contract supporting a federal government agency at the CIO level, driving IT transformation and operational efficiencies through PMO excellence.
The Governance SME role is part of a management team within a matrixed organization. The successful candidate will interface with contractor peers and direct reports, and establish relationships with senior level federal CIO leadership. The candidate is expected to perform as a trusted advisor, driving solutioning and execution on behalf of the federal customer's mission.
Responsibilities
Assess the current status of the organization and methodically develop solutions and recommendations to develop the framework.
Review all current state processes, provide analysis and recommendations to improve processes and address gaps.
Extensive experience deploying ITIL within a Federal Government environment, including:
Policy and procedure development for Incident Management, Event Management, Onboarding/Offboarding, Cybersecurity Management, Change Management, Asset Management & Software License Fulfillment Management, Problem Management and Root Cause Analysis
Analyze financial and sourcing requirements
Assess security and FISMA requirements
Link onboarding/offboarding to ITIL procedures
Develop and publish IT Business Process documentation
Recovery Management, Stakeholder Engagement and Notification related to Tier 1/Tier 2 processes
Develop and maintain KPIs, SLAs, and metrics to measure performance
Provide ongoing implementation, change management, and strategic communications support
Work with process owners to document and redesign processes for efficiency and stronger internal controls
Develop and maintain process mapping across organizational boundaries
Experience with Federal IT Governance Development & Deployment
Assess, implement, and analyze IT controls as part of FITARA; monitor and support corrective action plans to reach FITARA ITMMM Level 3 Maturity
Knowledge of Technical Reference Models and integration of multiple technical and governance layers
Support the S&T CIO and Deputy CIO with activities for the S&T Investment Steering Committee, including meeting materials for monthly meetings
Knowledge of CPIC, IT strategy and policy, IT asset management, IT portfolio and program management, IT governance, and IT policy and process management
Work with IT staff to adapt standardized processes and identify priorities for process improvement
Provide training, support, and monitoring/assessments for IT processes implementation
Develop sustainable mechanisms to document, store, and retrieve all IT policies, standards, and processes
Qualifications
Must be a U.S. Citizen
Bachelor's Degree
Ability to attain a Public Trust clearance
10+ years of experience organizing IT departments to install IT governance programs based on frameworks such as COBIT, ITIL, CMMI, ISO38500, and FEA
Experience with FITARA Policy and OMB IT Management Maturity Model (ITMMM)
Certified in Governance of Enterprise IT (CGEIT)
Preferred
ITIL v4 (or higher) and/or TOGAF certifications
Experience supporting a DHS Component with active DHS EOD (preferred)
