Tax Manager, State and Local Tax - Unclaimed Property
BDO USA is hiring for the Tax Manager, State and Local Tax - Unclaimed Property role. The position advises clients on tax implications and other accounting matters affecting business objectives, with an emphasis on unclaimed property compliance and consulting. This role uses tax and/or accounting skills in a consultative capacity, including project management, data analysis, financial auditing, internal controls, process or system enhancements, and occasional data modeling. The SALT Manager, Unclaimed Property will recommend alternate actions and methods of complying with unclaimed property statutes and regulations, manage projects, present to clients and states, coordinate compliance, audit defense and VDAs, manage client expectations and deliverables, support marketing, networking and business development, and apply new policies to compliance engagements. The role collaborates with Core Tax and Audit Partners, Directors, and Senior Managers to provide SALT expertise to clients.
Job Duties
Research:
Identifies complex situations when research is necessary, outlining issues and sources of research
Analyzes researched facts and sources to produce detailed findings
Develops relationships with in-state and out-of-state DOT/DOR personnel, Department of Treasury, etc.
Keeps abreast of latest unclaimed property statutory, regulatory and case law changes
Unclaimed Property Compliance:
Obtains and manipulates client data to prepare annual escheat returns
Uses FSI Track, BDO Global Portal and other systems for data gathering
Imports data into FSI Track and prepares returns
Identifies exemptions/deferrals and performs data reconciliations
Composes responses to notices from state authorities
Assists with due diligence letter processing and client payment processing
Provides assistance with exam support and communicates with clients and UP team members
Unclaimed Property Consulting:
Drafts memorandums, opinions and other documentation on escheat issues
Determines escheat planning processes and develops policies and procedures
Represents clients on unclaimed property audits and voluntary disclosures
Identifies gift card planning opportunities and conducts client interviews and onsite visits
Reviews GL detail and other source data for escheat items
Prepares and reviews schedules for analysis and assists with remediation procedures
Develops exposure quantification models and assists with client refund review
Applies tax consulting sub-specialties and collaborates with other STS professionals
Ensures engagement letters are adopted and manages engagements
Contributes to consultative selling strategies and achieves business development goals
Updates CRM and participates in trade organizations, public speaking and networking
Manages client expectations and oversees multiple engagements
Unclaimed Property Controversy:
Represents clients before tax authorities on contested issues
Unclaimed Property Software:
Uses FSI Track, tax research databases and other software
Maintains knowledge of GL systems (SAP, Oracle, JD Edwards, AS/400, Epicor, etc.)
Participates in technology enhancements for the unclaimed property group
Other duties as required
Supervisory Responsibilities
Supervise day-to-day workload of SALT Senior Associates and Associates on engagements
Ensure training on relevant software for staff
Evaluate performance and assist in goal setting and development
Deliver performance feedback and evaluations for staff
Act as Career Advisor to SALT staff as appropriate
Education and Qualifications
Bachelor’s degree required; accounting focus preferred
Five (5) or more years of experience in tax, financial statement auditing, internal auditing or forensic accounting in public accounting or in-house
Prior supervisory experience required
CPA, Attorney (admitted in U.S. jurisdiction), or EA (or equivalent) required
Proficient in Microsoft Office; Power BI, Alteryx and similar tools preferred
Experience and Skills
Excellent verbal and written communication; strong analytical and research skills
Strong organizational skills with ability to meet deadlines and manage multiple projects
Ability to work independently or in a team; capacity to build client relationships
Executive presence and ability to act as primary contact on engagements
Advanced knowledge of tax standards and tax filing research
National Range: $79,800 - $168,000; Maryland, NYC/Long Island/Westchester, Washington DC ranges similarly listed.
