Senior Engineering and Permitting Manager (Western Region) role at
SOLV Energy . SOLV Energy is an engineering, procurement, and construction (EPC) and solar services provider for utility solar, high voltage substation and energy storage markets across North America. The Senior Engineering and Permitting Manager (Western Region) is responsible for providing overall engineering management of all projects in the western region for all SOLV Energy projects. This role supports a hybrid work environment. While candidates may reside in locations such as San Francisco, Los Angeles, Sacramento, or Arizona, they must be able to work onsite in San Diego at least 50% of the time.
Job Description The Senior Engineering and Permitting Manager (Western Region) is responsible for providing overall engineering management of all projects in the western region for all SOLV Energy projects.
Responsibilities
Qualified to perform all essential Engineering & Permitting Manager job responsibilities
Train and Manage individual contributors (1-3) as needed to support projects in the West Region
Coordinate all deliverables within team to maintain a consistent output
Provide management of engineering consultants including:
Electrical Engineers
Structural Engineers
Civil Engineers
Geotechnical Engineers
Project Surveyors
Provide QA/QC of individual work products prepared by consultants as well as the entire integrated design
Develop and propose value engineering solutions to enhance fee and reduce risk
Manage constructability reviews with field teams to implement specific design preferences, lessons learned, and install means and methods
Coordinate, attend, and lead preconstruction site walks during the project design phase
Coordinate with product manufacturers to ensure that major equipment is in compliance with project/contract requirements and fully coordinated with all engineering disciplines
Know and understand all project design requirements (SOLV requirements, owner/contract requirements, and permit requirements)
Manage all engineering and permitting deliverables for all projects in the western region
Manage design consultant schedule and budget for all projects in the western region
Represent SOLV engineering and permitting team during owner meetings
Advocate on behalf of the Project/Owner
Ensure project team personnel (Project Manager + Field Teams) are aware of (and follow) all project specific engineering and permitting requirements
Ensure coordination between consultants
Review consultant proposals and scope of work documents
Identify and track engineering and permitting changes that would impact project budget or schedule
Manage development of energy production model (contract model) and ensure final design conforms to contract modeling assumptions as well as the final IFC drawings
Manage all owner/independent engineering comments and SOLV consultant comment responses
Know and understand all AHJ (Federal, State, and Local) requirements for assigned projects
Provide guidance to owners, contract team, design teams, and field teams of AHJ requirements
Develop EPC contract exhibits related to owner/contractor obtained permits
Provide due diligence review during RFP stage (review CUPs, ESAs, EIRs, wetland permits, etc.)
Develop close working relationships with AHJs
Develop close working relationships with SOLV Regional manager and superintendent of the western region
Manage overall permitting process
Attend meetings with AHJs as needed
Oversee coordination between design team (internal SOLV team and outside consultants) and AHJ
Oversee Permitting schedules for assigned projects
Minimum Skills or Experience Requirements
Engineering, Construction Management, or equivalent experience
Bachelor’s degree in Engineering
Minimum 10 years experience in Solar Engineering or Solar Management
Minimum 5 years experience in Solar in this region
Minimum 8 years experience in managing a team
Engineer in Training (EIT) Certification; Professional Engineer (PE) license for a state in the region
Working knowledge of applicable building codes and requirements
Ability to read and understand civil/electrical/structural plans and geotechnical reports
Basic CAD knowledge, Civil 3D preferred
Be able to effectively manage individual projects and manage individual team members simultaneously
Effective organizational skills
Ability in problem-solving
Strong sense of urgency
50% travel required
