The
Associate Director of Subcontracts, Procurement
is a key leadership role within a rapidly growing government contractor, responsible for overseeing subcontracting and procurement functions to ensure compliance, efficiency, and alignment with organizational goals. Management of supply chain and risk management is a key attribute of this position to drive cost savings and compliance across our federal portfolio. This position will lead the strategic direction of subcontracting and procurement operations, manage relationships with subcontractors and suppliers, and ensure adherence to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), agency-specific clauses, and corporate policies. The ideal candidate will bring strong experience with Deltek Costpoint Procurement Module, a proven background in government contracting compliance, an understanding of Facilities Operations and Maintenance contracts and the ability to drive procurement strategies that support business growth and customer success. This is a learning director position that will require hands on administration along with leadership for moving the department forward.
Key Responsibilities Strategic Leadership
Develop and execute the strategic direction of subcontracting and procurement functions to align with company growth objectives.
Provide leadership and guidance to procurement and subcontracting staff, fostering a culture of compliance, efficiency, and continuous improvement.
Partner with executive leadership to shape long-term sourcing, subcontract management, supply chain management and vendor strategies.
Subcontracts Management
Oversee cradle-to-grave subcontract administration, including RFP development, subcontract negotiation, award, modifications, and closeout.
Ensure subcontract terms and conditions align with prime contract requirements and corporate risk posture.
Lead complex negotiations with subcontractors, ensuring cost competitiveness and compliance.
Procurement Oversight
Manage the procurement life cycle for materials, services, and equipment in support of program and corporate requirements.
Ensure effective use of Deltek Costpoint Procurement Module, including requisitioning, purchase order issuance, approvals, and reporting.
Identify and implement process efficiencies within Costpoint to strengthen procurement operations.
Compliance & Risk Management
Maintain strict compliance with FAR, DFARS, and other applicable federal procurement regulations.
Establish and monitor internal procurement and subcontracting policies, procedures, and training to ensure audit readiness.
Collaborate with internal teams to mitigate risks and ensure cost allowability, allocability, and reasonableness.
Work with risk management vendors to achieve the low loss ratios.
Vendor & Supplier Relations
Build and maintain strong relationships with subcontractors and suppliers to ensure delivery of high-quality goods and services.
Create supply chain efficiencies throughout the organization.
Monitor vendor performance, addressing issues and escalating concerns as needed.
Business Growth Support
Provide subcontracting and procurement expertise in proposal development, including sourcing strategies, cost estimates, and compliance narratives.
Drive initiatives that scale procurement and subcontracting functions to meet the needs of a growing government contractor.
Support capture and program teams with innovative subcontracting solutions to strengthen competitive positioning.
Required Experience & Skills
15+ years of experience in government contracting, with at least 5 years in a leadership capacity in subcontracts and/or procurement.
Strong working knowledge of Deltek Costpoint Procurement Module.
Expertise in FAR, DFARS, and other government procurement regulations.
Proven track record in developing procurement strategies in support of a growing government contractor.
Demonstrated experience in leading cross-functional teams and providing strategic direction.
Understanding of Facilities and Operations and Maintenance contracts
Strong negotiation, analytical, and problem-solving skills.
Excellent written and verbal communication skills.
Required Education
Bachelor's degree in business administration, Supply Chain, Contracts, or related field.
