Job Summary

The Accounting Supervisor 2, under the direction of the Accounting Manager, provides financial and accounting support to departmental management and external partners, including the General Accounting Office (GAO) and the Auditor General’s Office (AGO). This role oversees federal and state reports, assists in the compilation of the Annual Comprehensive Financial Report (ACFR), and ensures compliance with relevant policies and regulations. The position may be available for remote work within Arizona (one to two days a week in the office or hoteling, based on business needs). Job Duties
Financial Reporting: Prepare, review, and analyze all financial statements and reports, ensuring compliance with GAAP and GASB standards. Lead supporting document preparation for the ACFR. Fund Accounting: Manage and maintain the general ledger for various governmental funds, including General, Fiduciary, and Enterprise funds, and ensure fund sources comply with GAAP. Compliance and Audits: Research, interpret, and implement new GASB pronouncements to maintain full compliance. Provide comprehensive financial and accounting expertise to DES management and external partners such as the GAO and AGO. Support the Accounting Administration and DES program partners with critical deliverables for the ACFR, Schedule of Expenditure of Federal Awards (SEFA), and Single Audit Requirements. Prepare complex financial statement reports and conduct high‑level analyses within established guidelines. Interpret the State of Arizona Accounting Manual (SAAM), GASB pronouncements, and the Monthly Financial Review (MFR). Direct and assign various accounting tasks needed for the Accounting Administration. Knowledge, Skills & Abilities (KSAs)
Generally Accepted Accounting Principles (GAAP) Governmental Accounting Standards Board (GASB) standards Extensive knowledge of federal, state, and local laws, codes, and regulations governing the ACFR, SEFA, and Single Audit Requirements. Skills
Effective oral and written communication, including editing for content, style, and grammar; collaborative work style characterized by integrity, flexibility, and a strong service mentality. Advanced techniques for maintaining accounting records using automated accounting systems and standard office software. Project management: identify problems, recommend solutions, plan, implement, and monitor ACFR deliverables; develop and recommend policy revisions. Decision‑making, strategic planning, and internal consulting; excellence in managing general ledgers, complex financial reports, and stakeholder relationships. Establish and maintain effective working relationships with managers and all stakeholders; collaborate with program partners to ensure timely completion of financial schedules for the ACFR, SEFA, and Single Audit Requirements. Demonstrate commitment to the social sector and DES mission. Participate in decision‑making, strategic planning, and internal consulting; excel in managing the ACFR and related financial reports. Plan, implement, and monitor ACFR deliverables in a concise manner. Perform routine site visits at DES local offices. Selective Preference(s)
Minimum one year of accounting experience. Expert‑level knowledge and hands‑on application of GASB standards, fund accounting, and governmental financial reporting. Demonstrable experience with preparation of an ACFR. Active Certified Public Accountant (CPA) license. At least five years of progressive accounting experience, with a minimum of three years in a government agency, municipality, school district, or public accounting firm specializing in governmental audits. Minimum one year of higher‑level management experience, including managing other leaders. Continuous learning of accounting trends through research, seminars, and professional development. Certified Government Financial Manager (CGFM) designation (preferred). Pre‑Employment Requirements
Bachelor’s degree in Accounting, Finance, or a closely related field and at least one year of accounting supervisory experience. Valid Arizona driver’s license and required automobile insurance if driving is an essential function of the job. Successful completion of background and reference checks; employment is contingent upon these checks and the agency’s ability to accommodate any restrictions.
