Responsibilities

Monthly reconcile all agency revenue with PeopleSoft and the Oklahoma State Treasurer, including agency clearing and special accounts.

Daily manage agency cash flow and process the fund transfer from the clearing account to the appropriate revolving fund.

Reconcile trust fund accounts—Defined Benefits Retirement, Defined Contribution Retirement, and Lifetime License Trust Fund—calculating expendable and non‑expendable portions.

Prepare monthly financial statements for the Oklahoma Wildlife Conservation Commission and present financials to agency leadership in the absence of the Chief of Administration.

Facilitate the agency’s required annual audit and the Annual Comprehensive Financial Report (ACFR) in compliance with GASB and GAAP, working with a CPA firm.

Prepare and administer ODWC’s annual Budget Work Program (BWP) and Budget Request, complying with OMES and department guidelines, including revisions throughout the fiscal year.

Supervise accounting assistants, certified procurement officers, and the accountant, assigning duties, delegating authority, and conducting annual performance reviews.

Assist agency personnel with accounts payable, accounts receivable, P‑Card, travel, purchasing, and risk management questions or issues.

Answer correspondence concerning fiscal matters of the Department and stay current on Oklahoma statutes, OMES policies and procedures, and ODWC policies.

Write and maintain current internal purchasing policy and procedures.

Perform other daily non‑management duties as assigned by the Chief of Administration.

Qualifications

Bachelor’s Degree in Accounting, Business, Finance, or a closely related field; preference for coursework in accounting.

Six years of related experience, including two years of supervisory responsibility; experience with state government accounting and finance procedures is an advantage.

Proficient in Microsoft Word, Excel, PowerPoint, and internet‑based computer applications.

Strong communication skills, both written and oral, with the ability to express oneself clearly and concisely in public speaking settings.

Independently professional, courteous, and capable of establishing effective relationships with the public, employees, and other agencies.

Physical/Other Requirements

Lift and carry standard office equipment and supplies up to 25 pounds.

Operate a vehicle and travel as required.

Occasionally work extended hours and weekends.

Demonstrate proficiency in personal computer, calculator, telephone, copy machine, and relevant software.
