The LaPorte PAO site is a fully self-contained operating plant within a larger petrochemical complex. Purpose Of The Job:
The SHE Manager provides technical support for the LaPorte PAO plant's environmental and safety programs, ensuring compliance with Federal, State, and Local regulations for air, water, and land. Safety responsibilities include management of the site PSM program, coordination of ERT duties, leading site PHA’s, and managing the site contractor approval process. Environment/Context
External factors include site landowner (LBI), state, federal and local SHE regulatory authorities and the public. Internal factors include site management and site operations, maintenance, and contractor personnel. Responsibilities And Accountabilities
Manage OSHA's Process Safety Management elements for the LaPorte site, including Management of Change, Incident Investigation, Employee Participation, Process Safety Information, Process Hazard Analysis, Pre Startup Safety Review, Work Permits, Emergency Planning and Audits. Manage the INEOS 20 Principles for the LaPorte Site, including site representation during internal audits and participation in audits conducted at other INEOS sites. Manage site SHE fixed cost budget, including purchasing safety supplies and site permitting fees. Control and coordinate emissions testing and personnel exposure testing, including review and interpretation of testing and monitor results. Coordinate activities related to environmental regulatory compliance, including LDAR and storm water programs, with responsibility for recordkeeping and reporting. Responsible for regulatory reporting for air, water, and land compliance. Maintain regulatory plans such as BMP, SPCC, SWPPP and hazardous waste minimization plan. Member of the site’s Management of Change team responsible for safety reviews for process changes to the production unit. Develop written safety/environmental programs and assist Engineering in projects affecting safety/environmental compliance. Conduct environmental/safety audits and coordinate site PHA’s and LOPA reviews. Coordinate site ERT activities and lead the site safety committee and the site safe work permit program. Organize and implement company safety initiatives (e.g., AsCare, ISRS, Insurance audits). Collaborate with third-party contractors and site host company to provide security for on-site personnel and plant assets. Serve as point of contact for site host company for wastewater-related matters and lead wastewater improvement initiatives. Prepare and submit environmental permit applications as necessary (expansions, new products/processes, new stormwater outfalls). Represent the site for regulatory and trade organizations. Skills & Knowledge Required
Education/Experience
Bachelor of Science in environmental engineering, chemical engineering, or related four-year degree with 7+ years of safety and/or environmental experience. Experience in both disciplines is preferred. A PE is desirable but not required to certify environmental permits and plans. Knowledge of regulatory requirements and good communication skills are essential. ADA Physical Requirements
The physical activities require climbing, walking, fine motor skills, speaking and hearing, visual acuity for data analysis and inspection, and repetitive motion of fingers and wrists. The role may involve lifting up to 20 pounds occasionally and up to 10 pounds frequently. Work may occur inside and outside with exposure to extreme temperatures, noise, and various hazards.
