Performs advanced professional work and consultation in the research, design, and evaluation of education and career development initiatives with significant agency-wide impact. Leads specialized projects focused on workforce education, training strategies, and career advancement programming. Responsibilities include policy and procedure development, instructional design, and facilitation of learning opportunities aligned with organizational goals.
Engages in strategic collaboration with managers to identify workforce learning needs and implement targeted career development plans to prepare employees for critical roles. Operates within the Human Resources Division under the Workforce Development (Training) section, serving as a subject matter expert in adult learning methodologies, instructional best practices, and organizational development. Work involves consistent communication and partnership with internal stakeholders at all levels, as well as external entities such as technical schools, community colleges, universities, vendors, and state/federal organizations. This position demands a high level of autonomy, accountability, and initiative, with minimal supervision required. This position requires travel.

3 years of experience in career development, training & development, policy analysis and/or strategic planning. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle. Preferred Qualifications:

Considerable knowledge of: Applicable analysis methodologies Employee career development functions and processes Creation and production of research reports, studies, and similar products for executive-level and external audiences Succession Planning methodologies Applicable laws, rules, and regulations Policy development methodologies and procedures Expert skill in: Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions Proficient skill in: Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused Facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area Planning, overseeing, and coordinating multiple projects and program activities; evaluating results; and making necessary adjustments to meet short and long term deadlines Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees. Persuasion and negotiation of critical issues Communicating complex ideas and information clearly, concisely, and effectively Developing and giving presentations Using computers, applicable programs, applications, and systems Physical Requirements and Working Conditions:
