PS Budget Analyst

Under the direction of the Assistant Commissioner of Financial Operations, the PS Budget Analyst will work with the agency’s personnel Budget. This includes budget planning, analysis of financial data and financial plans, monitoring of PS expenditures and budgeted headcount, preparation of customized reports, and various budget exercises such as spending plans, surplus/needs, PEGs and New Needs, budget modifications and responding to OMB requests.
Responsibilities
Support budget planning and analysis for the agency’s personnel budget.
Analyze financial data, develop financial plans, monitor PS expenditures and budgeted headcount.
Prepare customized reports and participate in budget exercises (spending plans, surplus/needs, PEGs, New Needs).
Assist with budget modifications and respond to OMB requests as needed.
Minimum Qualifications STAFF ANALYST - 12626
A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in one or a combination of: budget administration, accounting, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or related areas.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described above.
A four-year high school diploma or educational equivalent and six years of satisfactory full-time professional experience as described above.
A combination of education and/or experience equivalent to the above, with college education substituted for professional experience at 30 semester credits per year; all candidates must have a high school diploma.
Preferred Skills Preference will be given to candidates with experience in New York City’s budget processes, knowledge of the City’s Financial Management System and Human Resources Information Systems. Strong analytical ability, data analysis for budget decisions, and proficiency in Microsoft Excel and Access are required.
Residency New York City residency is generally required within 90 days of appointment. Some City employees may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County after two continuous years of service. Discuss residency eligibility with the agency representative at the time of interview.
