City of New York . DOT is working to hire 2 Budget Analysts in the Division of Budget and Capital Program Management’s Expense Budget Unit. The unit is responsible for managing the agency’s $1.5 billion annual operating budget and the agency’s annual revenue budget of about $500 million. We are looking for self‑starter(s) who can coordinate multiple priorities in a fast‑paced environment with minimum supervision and under tight deadlines. Responsibilities
Manage a portfolio/division of DOT’s budget. Assist in monitoring agency spending and procurements. Review and update program budgets for assigned divisions. Perform technical budget exercises related to fiscal year‑end close. Analyze the agency’s revenue‑generating operations, prepare projections of anticipated revenues for discussion with the City’s Office of Management and Budget (OMB). Develop and evaluate Financial Plan proposals designed to help balance the budget by reducing costs or increasing revenue. Assist in monitoring and analyzing the agency’s Personal Services (PS) budget. Conduct other PS‑related analysis and tasks such as review of proposed personnel actions for compliance with available headcount and funding. Prepare and process budget modifications; prepare and submit the agency PS spending plan. Prepare, process and clear PS accruals and distribute biweekly, monthly and ad hoc reports for use by agency divisions. Qualifications
A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full‑time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research; includes 18 months in an executive, managerial, administrative or supervisory capacity. A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including 18 months of executive, managerial, administrative or supervisory experience.
