General Summary: The Finance Manager, under the general direction of the Finance Director, supervises and coordinates the work of the staff responsible for day-to-day accounting functions to include accounts payable, procurement, fixed assets, receipts, cash management, and payroll procedures. The Finance Manager also provides strategic oversight to accounting processes, develops policies and procedures, and develops workflows and process improvement. Candidates must have a strong knowledge of generally accepted accounting principles for governmental entities and a proactive attitude towards continuous improvement of accounting operations, internal controls, policies, and procedures.

Essential Roles and Responsibilities: Supervise and provide training to finance staff in their specified area of major responsibilities. Provide backup and support for accounting functions such as journal entry preparation, accounts payable, payroll, and procurement. Assist with the annual external audit and the preparation of financial reports, budgets, and the annual General Purpose Financial Statements in accordance with applicable policies and standards. Assist with the development, monitoring, and implementation of financial internal controls, policies and procedures. Maintain and manage the Library’s accounting systems, records, and related software. Supervise the Library’s procurement process. Analyze and research financial matters, reports, data, and records and make recommendations to the Finance Director. Perform periodic reviews of finance department staff. Ensure compliance with applicable financial regulations, including FOIA and external reporting requirements. Knowledge, Skills, and Abilities: Federal, state, and local financial regulations and laws. Generally accepted accounting principles and standards for governmental entities. Finance, accounting, budgeting, and internal control procedures. Computerized information systems used in financial, and/or accounting applications. Software to analyze and illustrate complex financial reports, comparisons, impacts, and projections. Effectively communicate financial and technical information, policies, and procedures in a manner easily understood. Prepare financial reports, budgets, statements, and projections. Apply generally accepted accounting principles and practices. Use Microsoft Office products to analyze and report financial data, particularly spreadsheets.

Qualifications and Requirements: Bachelor’s degree in accounting, finance, or related field. Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Finance Officer (CGFO) preferred. 5 years or more of related experience in progressively responsive work in governmental accounting including supervision.

Benefits and Compensation: Charleston County Public Library offers a comprehensive benefits package which includes Health, Dental, Vision and Life Insurance, Paid Vacation and Sick Leave, Paid Holidays, 401K, and a Defined Benefit Pension Plan. $76,315.20 - $85,945.60 annually commensurate with education and experience.
