Position Overview The fiscal officer will serve in the Expense Budget Unit of the Division of Bridges, managing the division's $118 million annual operating budget. We seek a self-starter capable of coordinating multiple priorities in a fast-paced environment with minimal supervision. Excellent communication skills and the ability to work under tight deadlines are essential.
Responsibilities
Assist the Expense Budget Director in monitoring the division's programs, OTPS, and PS budgets, as well as expenditures.
Assist in critical budget exercises such as fiscal year closeout.
Identify funding for unanticipated needs.
Ensure proper execution of funding requests, including budget and headcount modifications.
Manage DCAS/DMSS, budget databases, and procurement credit cards.
Coordinate and investigate deliveries and quantity issues with vendors and staff.
Monitor the budget and control all expenditures for personnel expenses.
Initiate, process, and track purchase requisitions and purchase orders.
Review payment packages for accuracy and completeness.
Research vendors and compliance requirements.
Develop tools and processes for budget tracking and analysis.
Collaborate with other units such as Expense Budget, Grants Administration, ACCO, and Fiscal Affairs.
Coordinate with internal units to support the use of non-City grant funds.
Perform other related assignments and special projects as needed.
Preferred Skills
Understanding of FMS2 and FMS3 systems
Experience with Passport
Knowledge of NYC budget process
Proficiency with MS Office
Understanding of Personnel Service (PS) and Other Than Personnel Service (OTPS) budget processes
Experience working with vendors and invoice processing
Work Location 55 Water Street
Minimum Qualifications
Master's degree in economics, statistics, finance, management, business administration, public administration, public policy, or related field; or
Baccalaureate degree with 24 semester credits in relevant courses and one year of full-time experience in finance, research, policy analysis, or related fields. Graduate credits may substitute for undergraduate credits at a specified rate.
Special Notes
To qualify for Assignment Level II, candidates need an additional year of relevant experience.
For Assignment Level III, candidates need two additional years of relevant experience.
