Position summary Responsible for completing appraisals for public projects including but not limited to understanding the valuation of properties under the threat of Eminent Domain. This includes knowledge and experience of completing appraisal on full and partial property acquisitions. This position is not eligible for employer based sponsorship with the exception of the TN visa classification.
Essential Functions and Responsibilities
Complete Real Property appraisals for public projects such as highway, transit, airport, trails, communication facilities, utilities, capital improvements and other governmental needs as requested
Attend meetings as needed when appraisal issues arise with clients
Testify in a public forum include hearings and trials involving Eminent Domain actions
Nonessential Functions and Responsibilities
Perform other related duties as assigned
Required Skills
Must successfully complete and pass JMT's Motor Vehicle screening
Valid Driver’s License
Required Experience
Bachelor’s degree from an accredited institution
General Certified Kentucky Appraiser license or the prerequisites in place to qualify to attain this licensure within 3 months of hire
Preferred Qualifications
Membership of the State Transportation and/or General Services Departments approved appraiser list
Experience appraising properties for a public use purpose
Understanding of the Uniform Standards of Professional Appraisal Practices (USPAP) governing the appraisal business
Related experience in completing Complex Eminent Domain appraisals including partial acquisition appraisal work.
An understanding of Eminent Domain Concepts including damages to the remainder, Before vs. After valuation and Yellow Book standards
Understanding of the Uniform Relocation and Real Property Acquisitions Policies Act of 1970, As amended (Uniform Act)
Training classes involving Eminent Domain appraisal work by the International Right of Way Association (IRWA) or other vendor
Experience testifying in Court relative to appraisals
Working Conditions Some work is performed within a general office environment. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
Significant field work (50% or more) is required where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
