ABOUT THE DEPARTMENT The Auditor-Controller serves as the chief accounting officer for the County, supervising accounting across departments and districts, and acting as ex-officio Auditor and/or Controller for various schools and districts. The office audits items entering or leaving the County treasury, processes payroll for 2,000 employees, issues payments, tabulates the budget, sets property tax rates, manages the countywide finance system, and completes a wide range of financial reports and audits. ABOUT THE POSITION Under limited supervision, incumbents direct and coordinate a wide variety of professional auditing, accounting, and fiscal analysis for departments, funds, and budgets. The Auditor-Accountant Senior will review accounting methods and practices of County departments, special districts, and other agencies; and perform related work as required. The current vacancy is on the Financial Reporting and Internal Audit team within the Auditor-Controller’s Office. The incumbent will serve as the senior accountant on the team and will maintain the County budget and budget controls, in addition to supporting other team functions. Responsibilities include: Audit and approval of all journal entries submitted by County Departments and Special Districts Audit of grant claims submitted by County Departments Preparation of the Annual Comprehensive Financial Report and Citizens’ Report Preparation of the California State Controller’s Financial Transaction Report Preparation of the Countywide Cost Allocation Plan Compilation of the County Master Fee Schedule and related fee audits Various internal audits Strong organizational skills, clear communication, and attention to detail are essential. DISTINGUISHING CHARACTERISTICS This is the professional level position in the Auditor-Accountant series in the Auditor-Controller’s office. An incumbent may assign tasks, direct staff, and exercise independent judgment, and may supervise a small unit or act as a team lead. Incumbents support broad knowledge of County department functions and provide review, audit, correction, and feedback of work submitted by others. Training and feedback to staff outside the office is a critical function of all audit positions. IDEAL CANDIDATE The ideal candidate will have knowledge of accounting standards, experience with financial reporting for external use, understanding of governmental budgets and controls, and/or prior audit experience. Strong organizational skills, clear communication, and attention to detail are desired. Duties may include, but are not limited to: Process, analyze, and reconcile accounting and technical transactions for the County; plan and assign tasks; monitor work; develop staff skills; evaluate performance; provide training as needed Research, audit, and analyze transactions and financial models to resolve questions and validate data Maintain fiscal accountability and fund integrity; conduct fiscal compliance audits with multiple funding sources Coordinate information and ensure effective communications between County departments Provide technical and financial information to external agencies and County staff Maintain financial information system database; develop accounting procedures as needed for control purposes and for major capital projects Prepare journal entries, trial balances, and cost allocation models; reconcile budgets Supervise or lead a small unit when assigned Other related duties as assigned MINIMUM QUALIFICATIONS It is the responsibility of applicants to identify how they meet the minimum qualifications listed below. EDUCATION AND EXPERIENCE Option 1: One (1) year of experience as Auditor-Accountant Associate III or equivalent with Shasta County. Option 2: Bachelor’s degree in accounting, public administration, business administration, or related field, with at least 15 accounting units, and three (3) years of professional experience performing complex accounting, auditing, and/or systems work in a role equivalent to Auditor-Accountant Associate III with Shasta County, and three (3) years of business-related computer experience.
