About the Department The
Auditor-Controller
serves as the chief accounting officer for the County, providing accounting supervision over all the County departments and districts, maintaining funds in the County treasury, and acting as ex‑officio Auditor and/or Controller for various schools, special districts, and County joint powers agencies. The office audits all items entering or leaving the County treasury, processes payroll for 2,000 County employees, issues payments, tabs the County budget, sets property tax rates and apportionments, manages the countywide finance system, and completes a wide variety of financial reports and audits. About the Position Under limited supervision, the incumbent directs and coordinates a wide variety of complex professional auditing, accounting, and fiscal analysis for departments, funds, and budgets. The Auditor‑Accountant Senior reviews accounting methods and practices of County departments, special districts, and other agencies, performing related work as required. The personnel will serve as the senior accountant on the Financial Reporting and Internal Audit team within the Auditor‑Controller’s Office, acting as the main point of contact for tabulation and maintenance of the County budget and budget controls while assisting with additional team functions.
Responsibilities
Audit and approval of all journal entries submitted by County Departments and Special Districts.
Audit of grant claims submitted by County Departments.
Preparation of the Annual Comprehensive Financial Report and Citizens’ Report.
Preparation of the California State Controller’s Financial Transaction Report.
Preparation of the Countywide Cost Allocation Plan.
Compilation of the County Master Fee Schedule and associated fee audits.
Conducting various internal audits.
Distinguishing Characteristics This is a professional‑level position in the Auditor‑Accountant series. Incumbents perform a wide range of auditing and accounting fiscal work, supervise a small unit of professional staff or serve as team leaders, and exercise independent judgment. They review, audit, correct, and provide feedback on work submitted by others in the County, cities, schools, or special districts, providing critical training and guidance.
Ideal Candidate The ideal candidate will have a strong understanding of accounting standards and procedures, experience preparing financial reports for outside entities, knowledge of governmental budget and controls, and prior audit experience. Strong organizational skills, clear communication, and attention to detail are essential.
Duties (Selected Highlights) Process, analyze, and reconcile accounting and technical transactions for the County in compliance with all applicable federal, state, and County rules, regulations, and ordinances; develop staff skills; conduct fiscal compliance audits; coordinate information and ensure effective communication between County departments; review source documents for compliance; and provide technical assistance to County departments and special districts. Maintain professional competence in accounting principles and techniques, prepare budgets, provide orientation and training, and serve as a liaison between the department and external stakeholders.
Minimum Qualifications EITHER
• One (1) year of experience as an Auditor‑Accountant Associate III or equivalent with Shasta County;
OR
• Bachelor’s degree in accounting, public administration, business administration, or a related field, with at least 15 units in accounting courses, and three (3) years of professional experience performing complex accounting, auditing, and/or systems work comparable to an Auditor‑Accountant Associate III with Shasta County, plus three (3) years of business‑related computer experience. Education, training, certificates, or additional years of service directly related to the knowledge and ability standards may be substituted.

Possession of a valid California driver’s license.
