Job Description The City of Chesapeake is seeking a skilled professional to perform comprehensive debt and investment portfolio analysis and management. This role is responsible for analyzing, monitoring, and managing the City’s debt portfolio and investment activities. The position provides strategic recommendations, evaluates financial instruments, assesses risk and return profiles, and ensures alignment of debt and investment strategies with the City’s overall financial goals.

The successful candidate will plan, organize, and implement financial programs within major organizational policies and report on progress of key initiatives to executive leadership through detailed reports and presentations.

Key Responsibilities

Analyze current and potential debt obligations, including bonds, loans, and other financing instruments.

Monitor and evaluate investment portfolios, market trends, and economic indicators.

Manage the City’s Other Post-Employment Benefits (OPEB) Plan and Pension Plans, including coordination of quarterly OPEB Board meetings, year-end closing entries, and ACFR notes.

Review and analyze competitive bids from dealers, recommend optimal investment decisions, participate in quarterly Investment Committee meetings, and ensure compliance with the City’s Investment Policy, debt restrictions, and applicable federal and state statutes.

Assist in the development and execution of multi‑year financing strategies.

Conduct complex financial modeling and scenario planning.

Support rating agency presentations, capital project financing structures, and long‑range financial planning.

Review, analyze, and monitor financial statements, year‑end audit workpapers, and compliance with revenue bond covenants for Public Utilities and the Chesapeake Transportation System.

Monitor, analyze, and reconcile debt spending and bond draws; prepare bond reallocations as needed.

Oversee entries, reconciliations, and financial data for long‑term debt and OPEB in the General Ledger.

Research and resolve financial discrepancies.

Perform other related duties as assigned.

Required Qualifications Vocational / Educational Requirement:

Requires any combination of education and experience equivalent to a bachelor's degree in accounting, finance, or a closely related field.

Experience Requirement:

In addition to satisfying the vocational/education standards, this position requires a minimum of four years of related, full‑time equivalent experience.

Special Certifications and Licenses:

Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) preferred.

Special Requirements:

Employees may be expected to work hours in excess of their normally scheduled hours in response to short‑term department needs and/or City‑wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
