Position Overview: The Systems Analyst III serves as a technical lead within Public Utilities IT, providing expert-level support and guidance for the Department's network and control systems. This role requires advanced technical knowledge, strategic thinking, and the ability to make independent decisions that directly impact infrastructure and service delivery.
Key Responsibilities:
Serve as a team lead for Public Utilities IT support, providing guidance and oversight for technical staff. Design, develop, and implement integrated network architectures, with a focus on Supervisory Control and Data Acquisition ( SCADA ) systems. Maintain, troubleshoot, and repair Programmable Logic Controllers (PLCs) and related control systems. Diagnose and resolve complex network communications and IT system issues, exercising ingenuity and high-level problem-solving skills. Apply discretion and judgment in decision-making processes affecting infrastructure, service delivery, and system security protocols. Evaluate, test, and review vendor products and technologies to ensure compatibility and efficiency. Participate in long- and short-term technology planning, contributing to strategic initiatives and continuous improvement efforts. Operate with a high degree of independence, performing duties with minimal supervision while exercising professional judgment. Qualifications:
Extensive experience with SCADA networks, PLCs, and IT infrastructure in a utility or industrial setting. Strong problem-solving skills and ability to analyze complex technical issues. Proven leadership capabilities, including team coordination and mentoring. Ability to operate independently while contributing to strategic planning and technology initiatives. Required Qualifications VOCATIONAL / EDUCATIONAL REQUIREMENT :
Requires any combination of education and experience equivalent to a bachelor's degree in computer science or a closely related field.
EXPERIENCE REQUIREMENTS :
In addition to satisfying the vocational/education standards, this class requires a minimum of four years of related, full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES :
Requires a valid driver's license and a driving record in compliance with the
City Driving Standards
. As applicable, Information Technology based positions must meet requirements specified in Criminal Justice Information System ( CJIS ) policy for access to the Virginia Criminal Information Network ( VCIN ).
SPECIAL REQUIREMENTS :
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications
Experience with industrial control systems, water/wastewater utility operations, or other critical infrastructure IT systems. Professional certifications such as
CompTIA Security+, CISSP , or SCADA -specific certifications . Hands-on experience with network security protocols, firewalls, and cybersecurity practices in SCADA environments. Experience with project management, including coordinating vendor services and system upgrades. Familiarity with database management, reporting tools, and data analytics for utility operations. Knowledge of industry standards and regulations for water and wastewater utilities, including cybersecurity and critical infrastructure guidelines such as AWWA Cybersecurity Guidance, ISA / IEC 62443, and AWIA risk and resilience requirements, or equivalents.
