Collaborate with business analysts, stakeholders, and end users to gather and analyze business requirements; translate business needs into functional and technical specifications. Participate in architectural discussions and contribute to the design of scalable, secure, and maintainable solutions. Design, develop, and maintain applications using Microsoft .NET technologies (C#, ASP.NET, .NET Core). Develop and optimize Microsoft SQL Server databases, including stored procedures, views, and indexing strategies. Implement cloud-based solutions using Microsoft Azure (Azure App Services, Azure Functions, Azure SQL). Assess SQL servers, recommend migration approaches from legacy to modern SQL versions, perform POC, and assist other teams with technical and troubleshooting skills. Conduct unit testing, integration testing, and participate in user acceptance testing (UAT); ensure code quality through peer reviews and adherence to coding standards. Deploy applications to development, test, and production environments using Azure DevOps or other CI/CD tools; provide post-deployment support and monitor performance. Create and maintain technical documentation, including design documents, user guides, and deployment instructions; provide knowledge transfer to internal teams and assist in training activities as required. Recommend improvements to existing systems and processes; evaluate new technologies and tools for potential adoption; participate in code reuse initiatives. Requirements/Qualifications

The Department is seeking a full-time, on-site Applications Development Analyst. NOTE: Any successful candidate with access to the Department\'s network is required to complete the Department\'s Security Awareness Training within 30 calendar days of hire. Required Qualifications

A bachelor’s degree from an accredited college or university in Computer Science, Information Systems, or related field, or four (4) years of equivalent work experience. Minimum of 2 years of programming/systems analysis experience. Proficiency in Microsoft .NET Framework (C#, ASP.NET, .NET Core) for developing scalable and maintainable applications. Strong experience with Microsoft SQL Server, including writing complex queries, stored procedures, performance tuning, and database design. Hands-on experience with Microsoft Azure services (Azure App Services, Azure SQL Database, Azure Functions, Azure DevOps). Technical Skills

Familiarity with RESTful APIs, web services, and integration patterns. Experience with version control systems (Git or Azure Repos). Understanding of CI/CD pipelines and automated deployment strategies in Azure environments. Development and Lifecycle

Full software development lifecycle (SDLC): requirements gathering, analysis, design, development, testing, deployment, and maintenance. Ability to design and implement technical solutions aligned with business and IT strategies; experience with code reuse strategies and modular design. Analytical and Design Skills

Strong systems analysis and design background; ability to translate business requirements into technical specifications. Experience in data architecture, performance monitoring, and product evaluation. Soft Skills

Excellent communication and collaboration skills to work with business analysts, customers, and cross-functional teams. Ability to prioritize tasks, manage time effectively, and deliver high-quality solutions on time and within budget. Strong problem-solving skills and a proactive approach to identifying and resolving issues. Preferred Qualifications

Microsoft certification in Azure or .NET technologies. Over 5 years of programming or systems analysis experience. Experience in state government and CJIS environments. Experience in large cloud migration programs; familiarity with DevOps practices and tools. About the role and contact
