GENERAL DESCRIPTION Performs highly complex (senior-level) work overseeing correctional staff who provide direct care to juveniles in a correctional residential facility. Oversees daily operations of a juvenile residential unit; supports and mentors correctional officers on their unit; ensures safety and security of youth and staff; works directly with youth, coaching their personal development in accordance with treatment plans. May plan, assign, and supervise others. Responsible for development of JCOs on the dorm and ensuring JCOs are trained appropriately on dorm and youth management. Provides on-the-job training to new JCOs assigned to their unit. Maintains safe environments and employs security measures when youth, staff, or others are in danger. Interacts with youth to maintain structure and apply knowledge of brain development in youth with complex trauma. Maintains healthy relationships and boundaries with youth and recognizes progress. Responds to youth grievances. May act as Campus Shift Administrator. Works under limited supervision with substantial initiative. May work shifts beyond 40 hours, be on-call, and travel as needed. Pre-Service Training Academy Requirement:

New hires or rehired JCOs separated more than 18 months must attend the pre-service training academy and complete on-the-job training full-time. JCOs returning within 18 months of separation will not attend the academy and will be placed in full-time status on their start date. ESSENTIAL DUTIES Provides on-the-job training to JCOs, teaches dorm operations, and models appropriate methods and interventions. Ensures JCOs complete dorm modules and are ready for sole supervision certification. Coaches and models youth engagement and dorm management techniques. Works with dorm leadership to identify retention trends and apply retention and support strategies. Provides behavior change strategies to increase youth positive behavior. Holds youth accountable and coaches use of DBT Skills. Models regulation, stress management, and crisis response. Maintains privacy and follows policies on youth records. Completes required records and forms in a timely manner. Approves/denies timesheets by deadline. Performs related duties as needed. Follows safety policies and attends work regularly. Participates in the Youth Service Team and provides input into each youth’s treatment plan. Performs all essential duties of a JCO and maintains professionalism with staff and youth. Maintains knowledge of TJJD treatment programs including Texas Model 2.0 and applies this knowledge during facility visits or audits. MINIMUM QUALIFICATIONS Must be at least 21 years old and have a high school diploma or equivalent. One year of full-time wage earning experience supervising or providing rehabilitation/treatment services to youth or adults in a treatment program, correctional program, or residential setting. OR PREFERRED QUALIFICATIONS College degree or coursework preferred. Two years of full-time wage-earning experience supervising or providing rehabilitation/treatment services to youth or adults in a treatment program, correctional program, or residential setting. Experience and Education Substitutions: Undergraduate course hours may substitute for up to four years of experience (30 hours = 1 year). Pro-rated part-time experience may satisfy the requirement. Note: Any degree or course hours must be from an accredited institution. Applicants with the following will not be considered: felony convictions, domestic violence involving a family member, official oppression, current sex offender registration, or other disqualifying arrests not expunged. Other arrests/convictions may be reviewed case-by-case. Pre-employment conditions include pre-employment drug test, fingerprinting, criminal records and driving record checks, and Fitness-for-Duty Assessment. Continued employment requirements include maintaining certifications in TJJD Use of Force techniques and First Aid/CPR. Failure to maintain required certifications may result in termination. This position is subject to mandatory pre-employment drug testing and any offer of employment is contingent upon acceptable results from a drug screen conducted for the agency. PHYSICAL DEMANDS AND WORKING CONDITIONS Physical and sensory demands are listed; reasonable accommodations available. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of safety and security procedures, counseling techniques for adolescents, and facility rules. Knowledge of behavior and child development; understanding of juvenile delinquency and treatment methods. Ability to remain calm, model self-regulation, build healthy youth relationships with boundaries, and communicate effectively with youth. Ability to plan, organize, coordinate, and supervise youth programs; facilitate group discussions; set limits; intervene and de-escalate; respond to crises; maintain order; and transport youth.
