Key contributor to new contracting opportunities and supports bid/no-bid decision making. Conducts Request for Proposal review and development, performs contract risk review, negotiates contract terms and conditions, and responds to customer correspondence on complex issues including claims. Provides or supports planning activities for assigned programs, conducts contract risk management reviews and recommendations to efficiently and cost-effectively mitigate potential problems, manages the change control process with the Program Manager, and provides leadership to projects and programs. Responsibilities
Administers highly competitive, major contract requirements by analyzing performance requirements and customer purchase order requirements, including Basic Contract Agreements and/or Long-Term Agreements. Analyze delivery schedules, pricing, terms and conditions and other contract provisions; maintain contract files and records of contract change activity. Determine technically and commercially compliant complex proposal packages for major customers; evaluate performance requirements, delivery schedules, and estimates of costs for material, equipment, and labor hours. Initiate the bid process by identifying requirements and coordinating input from other functions. Develop complex responses to requests for proposal (RFP) by reviewing bid procedures, material, test and other requirements, and preparing appropriate responses. Prepare and submit complex proposals. Negotiate contract requirements in accordance with legal and company regulations and policies. Negotiate price, terms and conditions, deliveries, and other business issues within a broad scope of responsibility. Manage contract change proposals and report progress to the customer as needed. Recommend contract changes for high-scope programs or projects, focusing on contract risk and ensuring provisions are clear and compliant with policy. Investigate and resolve claims or complaints by collecting and analyzing information; coordinate with relevant functions on technical and quality issues, data requirements, and other business issues as applicable. Monitor contract performance for compliance and determine the need for amendments or extensions; assess when customer-directed changes are out-of-scope. Serve as the point of contact with the customer on assigned contracts and participate in customer presentations. Apply and lead initiatives to improve internal systems and processes within the division and with corporate and customer involvement. Maintain current professional and technical knowledge; participate in professional associations if applicable. Ensure compliance with federal, state, and aerospace industry regulations; establish processes for adherence and implement appropriate actions. Advise management on major contractual matters by performing analysis, data interpretation, and informing decision making. Train and mentor less experienced employees; may provide leadership to others in the department or ad-hoc teams. Qualifications
Bachelor’s degree (BA) in Business Administration or a related discipline. Contracts management certification preferred. Eight or more years of related experience with increasing responsibility. Subject matter expert in contract management pre-bid, bid, and post-award phases; ability to negotiate effectively on complex proposals with major business impact. Advanced knowledge of contract administration principles, industry practices, regulations, and policies; familiarity with complex legal and regulatory requirements related to contract administration and government procurement, if applicable. Proficient in standard business applications and in-house/customer systems; ability to read, analyze, and interpret complex policies and contracts and recommend procedural changes.
