HERE’S WHAT YOU’LL BE DOING

Develop and evaluate contracts for the purchase of information technology (IT) goods and services for the Texas Commission on Environmental Quality (TCEQ).

Oversee and conduct needs assessments to determine requirements for the purchase of goods and services; recommend the development of new contracts as necessary; plan and schedule upcoming contracting activities; and provide guidance and information on the development of contract documents, and on monitoring and management of contracts.

Assist the program areas in the development and preparation of services and outgoing grant and services contract‑related documents, including proposed contract specifications, scope of work, minimum qualifications, notices and solicitations, selection procedures, draft agreements, and any special contract‑necessitated instructions and forms. Evaluate expenditure data and make projections to ensure appropriate use of funds in collaboration with the project managers.

Review pertinent and statutorily required information concerning certain executed (issued) services and outgoing grant contracts and amendments, including purchase orders, work orders, and change orders; and enter the information into the TCEQ centralized database to facilitate accurate reporting.

Assist in developing and presenting purchasing and contracts training, including the development of associated training materials. Maintain and update contracts manual.

QUALIFICATIONS KEY QUALIFICATIONS

Certified Texas Purchasing Manager-CTPM, Certified Texas Contract Developer - CTCD, and/or Certified Texas Contract Manager-CTCM.

Experience in IT/Telecom purchasing, contract development, management, evaluation and/or monitoring.

Experience working with TCEQ and/or other government agency budget processes and procedures.

REQUIRED EDUCATION & EXPERIENCE

Graduation from an accredited four‑year college or university plus two years of full‑time experience in contracting or purchasing.

OR

Six years of full‑time experience in contracting or purchasing.

Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

WORK SCHEDULE

Standard business hours are M‑F, 8:00 a.m. - 5:00 p.m. Individual and work group schedule determined by the TCEQ Information Resources Division.
