TCEQ - Contract Specialist

– Texas Commission on Environmental Quality (TCEQ).

This position supports the Information Resources Division by developing, evaluating, and managing contracts for the acquisition of information technology goods and services statewide. Responsibilities

Develop and evaluate contracts for IT goods and services. Conduct needs assessments, plan and schedule contracting activities, and provide guidance on contract document development. Prepare contract-related documents such as specifications, scopes of work, notices, solicitations, selection procedures, draft agreements, and required forms. Analyze expenditure data, project future needs, and collaborate with project managers to ensure appropriate use of funds. Maintain accurate records in TCEQ’s centralized database and review purchase orders, work orders, and change orders for compliance. Assist in the development and delivery of contracting and purchasing training, including creation of training materials and maintenance of the contracts manual. Qualifications

Certified Texas Purchasing Manager (CTPM), Certified Texas Contract Developer (CTCD), or Certified Texas Contract Manager (CTCM). Experience in IT/Telecom purchasing, contract development, management, evaluation, and/or monitoring. Familiarity with TCEQ and/or other government agency budget processes and procedures. Education & Experience

Required: Graduation from an accredited four‑year college or university plus two years of full‑time experience in contracting or purchasing, **or** six years of full‑time experience in contracting or purchasing.

All new hires must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date. Work Schedule

Standard business hours: Monday to Friday, 8:00 a.m. – 5:00 p.m.
