General Summary Starting pay is dependent on an applicant's relevant experience. Pay will have an automatic Cost of Living Adjustment of 5% on October 1, 2025 with a revised salary range of $50,460 to $73,819.

Under the supervision of the Finance Director, performs grant accounting, assists in the budget and financial statement preparation, analyzes monthly expense reports, assists in financial reporting and preparations for the annual audit, and performs a wide variety of related accounting functions.

Essential Functions

Researches assigned grants and ensures compliance with grant accounting requirements, including ensuring expenses are allowable. Conducts grant accounting including preparing expenses spreadsheets, comparing grant expenses to annual budget, and preparing grant-related financial reports. Ensures balancing with general ledger reports. Responsible for the financial audit of grants and prepares the Schedule of Expenditures of Federal Awards (SEFA).

Assists the Finance Director in the preparation of the annual budget. Analyze and calculate budget year anticipated payroll (salaries, health insurance costs, payroll taxes) costs. Works with County offices to assist in their budget process. Assists in the review of budget requests related to projections.

Assists in monitoring monthly departmental financial performance. Review actual expenditures compared to established budget. Notifies Finance Director of discrepancies. Prepare required journal entries, as needed. Reviews and prepares departmental budget adjustments. Notifies offices of all expenditures exceeding budgeted amounts. Reviews requested adjustments for fund availability. Approve adjustments not requiring board approval. Notifies the Finance Director of adjustments which require Board approval.

Serves as County liaison to external auditors. Assists in year-end financial reporting by preparing schedules of financial activities, prepares journal entries to correct or reclassify activity and ensures compliance with GAAP and summarizes year-end accruals for anticipated revenues and expenses. Reconciles annual fixed asset report as prepared by the Financial and Purchasing Assistant.

Prepares annual County Cost Allocation Report. Gathers and analyzes work activity from central service departments that will allow the county to distribute costs to all departments serviced by those departments. Prepare schedules that distribute cost based on usage of services from central service departments. Compiles expense information in a comprehensive annual report.

Distributes departmental cost for telephone charges and certain insurance expenditures. Reviews monthly expenditures for county long distance phone charges. Prepares schedules distributing costs to departments based on telephone usage. Distributes insurance costs based on (1) personnel budget for liability insurance, (2) number of county owned vehicles and (3) square footage occupied by departments. Prepares the annual report for the County's liability, property and vehicle insurance to determine cost of insurance.

Performs special projects to assist in the financial management of the County.

Reviews and cancels checks that are incorrectly issued and prepares the necessary correcting journal entry.

Serves as a backup to the Payroll Specialist in their absence and whenever necessary in regard to payroll. Assists in the year-end reconciliation of payroll taxes for W-2 preparation and reconciliation and preparation of the 1099s, as needed.

Other Functions: Create and distribute forms with Adobe Acrobat, Microsoft Excel, or Microsoft Word for use among County employees.

Senior Accountant Functions: In addition to the functions above an individual in a senior accountant role would be able to perform the following: abilities to complete complex accounting functions consistent with GAAP, ability to research, analyze, and implement accounting rules and regulations as stipulated by GASB or other regulatory agencies, ability to prepare, examine, or analyze accounting records, financial statements, or other financial reports, and to prepare and submit periodic financial reports to the County Board as directed.

Assists in maintaining the administration of the financial system, including setting up new users with secure access, ensuring the stability of the approval process functions within the system, and monitoring to ensure the integrity of the assigned user designations with Departments and Offices.

Minimum Qualifications Education:

Possession of a Bachelor's Degree in accounting, finance, business or a related field.

Experience:

Two years of diverse accounting, working with or in a governmental setting. Consideration may be given for equivalent years of direct experience in a governmental accounting or finance role in a local government setting.

Other Requirements:

Must have a strong working knowledge of Microsoft Word, Microsoft Excel, including pivot tables and Adobe Acrobat.
