Acceptable Experience and Education

Bachelor’s Degree, major in accounting from an accredited university or college and four (4) years’ experience in the relevant field (depending on area assigned), with one (1) year of developmentally supervisory or managerial experience.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities along with a Bachelor’s degree from an accredited university or college in Accounting.

Experience with Tyler Technologies products preferred.

Certificates, Licenses, and other Requirements

County Auditor approved certification applicable to office requirements such as CPA, CIA, CISA, etc.

Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.

Essential Duties

Assists in continually evaluating the effectiveness of daily operations; plans, coordinates, and distributes the workload to expedite and meet deadlines; assigns projects and programmatic areas of responsibility; audits and evaluates work methods and procedures;

Leads or supervises multiple divisional assignments and priorities to ensure the fulfillment of divisional projects, tasks and responsibilities while simultaneously keeping their own individual assignments current;

Maintains and promotes high ethical standards throughout the organization and assists with maintaining a system of internal controls;

Assists with determining division work procedures, prepares work schedules; has direct knowledge and experience in all aspects of the division operations and coordinating workflow;

Coordinates with other departmental staff to complete processes relevant to the department such as uploading reports to the web and interfacing information to the financial system;

As directed, assists with studies and standardize procedures to improve efficiency and effectiveness of operations;

Provides quality service and work product as a part of the overall departmental and County-wide strategic direction, goals and objectives;

Has knowledge of and can perform essential duties of the accountant, intermediate; substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Oversees available balance of operating expenses; ensures funds will be available; recommends funds transfers to departments; re-verifies department approved requests are correct and updated in the system; audits to ensure funds are being used accordingly;

Audits and may process average to complex tasks related to accounts receivable, accounts payable, treasury, payroll, and grants; reviews and interprets terms and conditions of contracts and grant agreements;

Reconciles and audits to ensure distributions of funds are correctly coded; ensures fund balances and discrepancies are researched and corrected; maintains and/or audits reconciliation of various County accounts;

Reconciles and audits travel and training transactions; ensures travel expenditure vouchers are submitted and settled; ensures travel reports are generated by designated deadline;

Assists with County grants activities and writing grants, project grants, reviews guidelines, and matches requirements; sets up the budget, payables, payroll and closing, collect financial information; prepares statements; monitors trial and cash balances, performs analyses and other grant information pertinent to the financial operations of the County; assists departments with competing or soliciting funding from Federal, State or other sources; audits and approves grant related requisitions, invoices, and travel requests;

Attends surplus and vehicle auctions related to grants and collects, counts and verifies auction proceeds; reconciles with auctioneer and Purchasing;

As directed, publishes relevant information in compliance with statutes, codes, policies and procedures;

Performs trend analysis; compiles and analyzes information from data, logs, tables, etc. to compose complex reports; compiles complex statistical information, reports, data and surveys;

Assists in verifying, calculating and analyzing specialized payroll services; analyzes and monitors payroll documentation, system input and salary approval and adjustments; oversees the annual IRS and payroll reporting processes for County, EPC CSCD, election employees and contract and professional service vendors;

Analyzes expenditure trends; determines cash balances to conduct daily operations; coordinates and prepares investment schedules and proposals; prepares requests for bids for investments;

Audits and posts transactions; prepares and posts deposit warrants, deposit slips, disbursements, journal vouchers and adjustments; verifies that accounts are in balance and prepares a balance report; assists in preparing, verifying and posting daily deposits;

Coordinates activities for accounting and reporting of the county’s fixed assets; identifies purchases that qualify for capitalization in accordance with the County’s fixed asset policy;

Reviews or prepares financial statements to include Monthly Interim Financial Reports, Funds and Fees of Office, Investment Policies and Reports, Treasury reports, Judicial Transparency reports, Financial Transparency reports, Travel reports, Purchase Orders reports, Invoices reports, Expenditures reports Health and Life reports, Annual Financial and Compliance Reports, and Management letters and related responses; develops various financial and budgetary statements/reports and provide regular quarterly (monthly if warranted) reports to Commissioners Court, County Administrator, granting agencies, and/or the Public;

Works with external and internal auditors; performs audits as required to ensure compliance with Federal and State laws and regulations, grant guidelines, County policies and procedures; maintains financial transparency; coordinate monitoring reviews and desk audits;

Assists in the preparation of the Comprehensive Annual Financial Report (CAFR);

Participates in the preparation of the department and County budgets and forecasts using historical analysis and projections; makes current year recommendations; creates, modifies and updates new calculation scenarios; gathers and reviews performance measurement data; makes future year recommendations; resolves budget issues; reviews amended budgetary and/or staffing requests and ensures the correct budget is reflected and all supporting documentation is included;

As applicable, audits, prepares documentation, and posts electronic wires, transfers, deposits, and payments;

Assists County departments and provide work guidance regarding programmatic or financial reporting, requests for funds inquiries, or other documentation required, including but is not limited to, solving issues through analysis and reviewing requests; ensure policies are being explained and followed;

Assists the public with inquiries and handles customers and non-routine problems; responds to open records requests, errors and complaints as necessary;

Assists in supporting and providing leadership and direction in the development of progressive short- and long-range plans and goal setting;

Represents the County’s interest at various meetings and conferences; conducts research and assists with coordinating program planning and the development of informational materials; prepares and delivers various presentations and trainings;

Updates and maintains financial system, tables, spreadsheets, and data files - both electronic and paper;

Assists County departments using the judicial system with maintenance and setting up codes for fees to ensure proper interaction with the financial system;

Assists in monitoring revenue stream generated by the judicial system, including e-Filing;

Assists County departments with generation of reports from the judicial system;

Researches, resolves, and corrects financial system or other software problems;

Collaborates with the systems administrator to plan, recommends and implements financial system modifications that promote automation and efficiency of accounting system and functions; assists in financial system upgrades, conversions, implementations, and interfacing with current and future third-party applications as well as homegrown ones;

As directed, supervises division employees, including assigning, scheduling, guiding, and monitoring work, provides training, mentoring and development; counsels and motivates; identifies and resolves staff differences, conflicts and deficiencies; provides input on performance evaluations, and makes recommendations on hiring, terminating, and disciplining personnel; is proactive and encourages employee empowerment;

Assists in the development and improvement of department procedures;

Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; stays updated on pending and upcoming regulations and legislative issues, advises of new legislation or recommends implementation of changes when necessary; stays abreast of new trends and innovations along with new accounting and audit techniques;

Commits to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Summary of Position

The Audit Accountant, Senior (Certified II) performs advanced accounting functions requiring extensive technical knowledge and the exercise of independent judgment to perform difficult and complex accounting or auditing work for a particular County division. The Audit Accountant, Senior (Certified II) works independently with little supervision, makes decisions and is responsible for assisting the Manager of the division with scheduling and oversight of the daily operations and performs the duties of the Manager in their absence. The incumbent performs in a lead capacity or as a project leader over lower-level professional, paraprofessional, and clerical staff, in addition to having primary responsibility for the accomplishment of specific accounting or auditing assignments. Duties require a substantial degree of initiative and independent judgement. County Auditor approved certification applicable to office requirements such as CPA, CIA, etc.

Organizational Relationships

Reports to: Managers, Director of Financial Operations, County Auditor First Assistant, County Auditor

Directs: Supervises positions within the division and serves as backup for managers. In the absence of the Manager provides ongoing direct managerial oversight of the division. The incumbent should be able to train and perform the tasks of Accountant, Intermediate when necessary.

Other: Has contact with other County departments and department heads, other personnel within the County Auditor’s office, elected officials and their staff, other County employees, grant agencies, government agencies, County boards, vendors, bank personnel, County and District Attorney’s, Justices of the Peace, TXDOT, NMDOT, Rio Grande Council of Governments, El Paso Water Utilities, Water Systems Operator, County committees, transit accounting personnel, Office of the County Judge, Juvenile Probation department, contracts, purchasing agents, law enforcement, senior citizens, community groups and the general public.

Minimum Requirements: Knowledge, Skills, and Abilities

Considerable Knowledge of: governmental accounting and financial management practices; cash management, investment and banking practices, policies and procedures; budget preparation practices and procedures; payroll, accounts payable, accounts receivable and cashiering practices; fiscal controls; and standard operating procedures.

Knowledge of: Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements; Texas Local Government Code; Federal and State laws, County guidelines and policies; computer hardware, software, and peripherals related to a wide range of accounting and financial management operations including computerized finance and spreadsheet applications as well as Microsoft products; principles and practices of supervisory techniques and effective customer service / public relations policies and practices; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; and modern office procedures.
