Virginia State Police (VSP) is looking for a Senior Business Systems Analyst with 6+ years of experience to lead projects related to computerized document creation, workflows, interfaces and storage for criminal and civil systems including the Criminal and Rap Back Information System (CRIS) project. The incumbent will perform complex business analysis and technical tasks and serve as the Team Leader for a document management team and lead DocuSign eSignature forms, workflows, interfaces and JavaScript development. These duties involve analyzing current systems, defining requirements, and coordinating with stakeholders to implement improvements and support organizational change management.
Responsibilities
Lead the review, analysis and evaluation of current business systems; recommend and implement process improvements.
Create and evaluate user requirements and system needs; elicit requirements using techniques such as brainstorming, data mining, document analysis, and interviews.
Produce requirements artifacts (e.g., Field Definition Matrix, Business Rules, Interface requirements) and perform gap analysis against current needs.
Contribute to and drive organizational change management; facilitate risk analysis; participate in test plan creation and reviews; lead final user acceptance with business stakeholders.
Define roles and access rights for applications; represent VSP interests with vendors and collaborate to meet project needs.
Create training materials and provide end-user training.
Develop DocuSign eSignature forms and workflows; customize form behaviors using JavaScript.
Demonstrate strong leadership, organizational, analytical, problem-solving and interpersonal skills; build positive working relationships.
Manage organizational change management, cloud-hosted SaaS implementations, and risk assessments related to business analysis.
Produce artifacts such as test cases, requirements traceability matrices, business rules, interface requirements, use cases, activity diagrams, and role-based system profiles.
Manage security access and user profile management; collaborate with VSP and vendors to ensure requirements are vetted and documented.
Analyze functional and nonfunctional system requirements; re-engineer business processes and evaluate integration with or replacement of existing processes.
Communicate effectively in English to internal customers in nontechnical terms; proficient with Microsoft Word, Excel, Visio, and PowerPoint.
Highlight experience on criminal justice projects; work full-time onsite at VSP headquarters, North Chesterfield.
Qualifications
Experience developing DocuSign eSignature forms and workflows, including customizing form behaviors with JavaScript.
Strong leadership, organization, analytical, problem-solving and interpersonal skills.
Self-motivated with the ability to develop rapport with coworkers and the agency; proficient in Organizational Change Management.
Experience implementing cloud-hosted SaaS solutions; understanding of risk assessments in business analysis.
Ability to produce requirement artifacts (e.g., test cases, use cases, traceability matrices, business rules, interface requirements).
Ability to manage security and user profiles; collaborate across groups within VSP and with vendors.
