Budget Analyst III, Phyllis J. Washington College of Education
The College of Education invites applications for a Budget Analyst III to oversee the grant portfolio of research projects within the three academic departments that make up the College of Education. Basic knowledge of grant funding rules and guidelines will be helpful, but most knowledge will be acquired through on-the-job training and professional development opportunities. Proposal Preparation & Review Compile administrative data on behalf of researchers/principal investigators, such as past grant personnel expenditures, projected personnel salaries, estimated technology contract costs, etc. Prepare budget estimates in collaboration with researcher/principal investigator. Review budget proposals for compliance with university policies and grantor terms articulated in requests for proposal or other documents. Work with Pre-Award contact in ORSP during grant submission. Post Award Fiscal Responsibility Track all project expenditures against budgeted amounts, monitoring expenditures for overspending or underspending and for compliance with university policies and grantor terms. Process, verify, and post receipts for all transactions. When necessary, assist employees in recovering missing receipts or filing missing receipt paperwork. Travel Expensing & Contract Service Requisitions Prepare Request Authorization for Travel (RAT) and Travel Expense Report (TER) forms on behalf of employees who will be traveling for grant-related business, and submit these forms in the university’s procurement system (GrizMart), ensuring that all travel is expensed to the correct grant accounts. Prepare purchase orders and contract service requisitions on behalf of researchers/principal investigators and submit them in the university’s procurement system (GrizMart), ensuring that all requisitions are expensed to the correct grant accounts. Maintain travel expense records, contract services records, and supporting documentation in accordance with grant terms. This individual may cross-train and fill in for other budget analyst assignments and functions, as needed within the College, as well as serve as a resource to less experienced peers for Budget analyst-level functions. Requirements Bachelor’s degree in accounting, business management, or another related field, as well as at least three (3) years of directly related professional work experience; or an equivalent combination of education and experience. Able to reconcile internal account records with receipts, invoices, and other external financial statements. Able to apply principles of customer experience management and stakeholder relations to deliver quality service to visitors, clients, and other stakeholders. Able to apply GAAP in order to conduct compliant accounting activities. Able to utilize computer operating systems and applications to access the internet and navigate to websites; create, review, and edit documents in applications such as word processors and spreadsheet editors; and communicate with others using applications such as email clients and instant messaging systems. Able to maintain files and records in a well-ordered manner, which enables the efficient entry of new records and identification of pertinent, existing records. Able to utilize spreadsheet formulas, pivot tables, data filtering, data formatting, data cleaning, data visualization, and other common spreadsheet functions. Able to prepare written communications appropriate to the needs of a given audience and to deliver those in a manner effective for a given audience. Preferred Qualifications Knowledge of the University of Montana's financial systems, such as UMDW, Banner, Grizmart, U-Approve, and others. Experience with grant management.
