Qualifications
Minimum Education: Completion of an accredited 4‑year bachelor’s degree with a major in any field. 24 semester hours in Business in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A bachelor’s degree in any of these meets the requirement of both the degree and 24 semester hours of business. 5 years Federal Government Contracting experience with the service requirements. 5 years construction contracting experience preferred. 3 years architect‑engineer services contracting experience preferred. Services Scope
Under the guidance, direction, and final approval of the Contracting Officer the Contracted Personnel May Perform The Following Services: 1. Conduct acquisition planning and market research. Together with project teams and Contracting Officer, determines contract type and area of solicitation. Considers all possible set‑asides in conjunction with local socioeconomic and small business goals. Prepares other required pre‑solicitation documentation. Prepares and posts System for Award Management. 2. Prepares and issues solicitations, Requests for Proposals/Quotes and amendments. Works with project teams to address questions. Receives, records, and reviews proposals/quotes for responsiveness. 3. Participates in technical evaluation panels and in all source selection activities and best value trade‑off evaluations. Performs cost and/or price analyses under the direction of the Contracting Officer; documents source selection activities; determines fair and reasonable pricing under guidance for final approval of the Contracting Officer. Obtains certified and other than certified cost and pricing data as required. 4. Processes contract awards for government Contracting Officer signature. Prepares and distributes award packages and announcements. 5. Performs contract administration, maintains official contract file (all files are electronic), resolves payment issues, reviews payroll reports against DOL wage determinations, issues general correspondence and memoranda, and addresses general contract administration questions under guidance of the Contracting Officer. 6. Processes modifications, obtains and evaluates contractor proposals, participates in negotiations, prepares modifications with supporting documents for signature by the government Contracting Officer. 7. Prepares closeout documents. Salary: $80,000.00 – $100,000.00 per year
