Position Overview Hive Group is seeking a highly qualified Contract Specialist to provide non‑personal acquisition and contracting support services for large‑scale design, construction, and transportation projects across the Department of the Interior (DOI) National Park Service (NPS) enterprise. This role augments DSC’s Acquisition Office in processing requisitions, solicitations, awards, modifications, invoices, and closeouts within FPDS, PRISM, and FBMS, ensuring timely execution of multi‑million‑dollar design and construction procurements.

The Contract Specialist will work under the guidance, direction, and approval of a Government Contracting Officer (CO), but will not have delegated contractual authority. The role requires strong experience in federal acquisition planning, source selection, contract administration, and documentation, with an emphasis on construction and architect‑engineer (A/E) services contracting.

Candidates must reside within 1 hour of the Denver Service Center location.

Job Requirements

Conduct acquisition planning and market research. Together with project teams and the Government Contracting Officer, determine contract type, and area of solicitation. Consider all possible set‑asides in conjunction with local socio‑economic and small business goals. Prepare other required pre‑solicitation documentation.

Prepare and post System for Award Management.

Prepare and issue solicitations, Requests for Proposals/Quotes and amendments. Work with project teams to address questions.

Receive, record, and review proposals/quotes for responsiveness.

Participate in the coordination of technical evaluation panels. Assist the Government Contracting Officer in all source‑selection activities and best‑value trade‑off evaluations.

Prepare for and participate in negotiations.

Perform cost and/or price analysis under the direction of the Government Contracting Officer.

Document source‑selection activities; determine fair and reasonable pricing under guidance for final approval.

Obtain certified and other than certified cost and pricing data as required.

Process contract awards for Government Contracting Officer signature.

Prepare and distribute award packages and announcements.

Perform contract administration. Maintain official contract file (all files are electronic).

Resolve payment issues, review payroll reports against DOL wage determinations; issue general correspondence and memoranda; and address general contract administration questions.

Process modifications, obtain and evaluate contractor proposals.

Participate in and document negotiations, prepare modifications with supporting documents for signature by the Government Contracting Officer.

Prepare closeout documents.

Requirements

Bachelor’s degree with a major in any field; 24 semester hours in Business in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A bachelor’s degree in any of these meets the requirement of both the degree and 24 semester hours of Business and/or FAC‑C or equivalent.

5 years Federal Government Contracting experience with the service requirements for this position.

5 years construction contracting experience.

3 years architect‑engineer services contracting experience.

Ability to obtain HSPD12 PIV, ethical clearance, and any other required clearances.

Reside within 1 hour of Denver Service Center location.

Compensation and Benefits The estimated compensation range for this position is between $80,000 and $95,000 annually, based on benchmarks in the Denver, Colorado area. This range reflects a good faith estimate for all experience levels.
