Through the Procurement and Contracting Services Division, the Contract Specialist IV collaborates with stakeholders to develop, evaluate, and execute moderately complex healthcare contracts using RFP/RFQ methods. The role emphasizes compliance with Texas state purchasing laws, HHSC policies, and the PCS customer service principles.

Responsibilities

Develop, review, and track solicitation and contract documents ensuring compliance throughout the procurement cycle.

Coordinate solicitation timelines and communicate changes to program staff to support agency priorities.

Ensure all procurements comply with state purchasing laws, HHSC policies, and PCS procedures.

Monitor correspondence, issues, and action items for timely resolution, including Open Records requests.

Represent PCS at procurement-related meetings.

Maintain procurement files in compliance with statutory and organizational retention requirements.

Assist with disaster response, recovery, or Continuity of Operations (COOP) activations as needed.

Provide exemplary customer service aligned with PCS Customer Service Principles, demonstrating the eight core pillars of service.

Adhere to work schedule and complete additional duties as assigned.

Qualifications

Certified Texas Contract Developer (CTCD) or Certified Texas Procurement Manager (CTPM) within 6 months of hire.

Minimum 2 years experience in purchasing, solicitation development, contract management, or project management.

Knowledge of state and federal laws governing state purchasing, Texas procurement principles, and procurement methods.

Strong problem‑solving, critical thinking, prioritization, multi‑tasking, and attention to detail.

Effective teamwork and relationship building skills.

Proficiency with MS Word, MS Excel; basic SharePoint, MS Project preferred.
