Job Summary

The Research Security Analyst will assume a pivotal role at the University of Utah. This position will support export control compliance and advance the University’s facilitation of secured research. The Research Security Analyst will provide visionary leadership, experience, strategic direction, and execution guidance to shape the future of research security across the University of Utah. They will provide planning, faculty support, and expertise in the export control compliance. The Research Security Analyst will be a strategic thinker with an open and collaborative style who fosters teamwork, sustains a learning environment for growing number of staff and develops an open, engaged culture that engenders trust from the broader university-wide research community.

Essential Functions and Responsibilities

Proficient with all the duties and responsibilities of a Research Security Analyst Expertise with the full range of proposals submitted by the department. Expertise with the full range of award administration activities, including award set-up, modification, and maintenance Assigned complex work processes Participates and makes substantive contributions in research administration community-wide activities Serves as a mentor to the broader community on campus Problems faced are both strategic and operational, and often complex without clear precedent Is recognized as an expert in own area within the organization

Responsibilities

The Research Security Analyst will participate in the day-to-day management of the Research Security program through managing compliance reviews, coordinating communication, and assisting in developing and maintaining standard operating procedures. The Analyst reviews and provides guidance related to various contracts and research activities, including identifying compliance risks, information security requirements, and the need for Technology Control Plans. They will monitor and initiate audits of Technology Control Plans, review international travel authorizations, international shipping requests, and visa applications as needed, and engage in restricted party screening. They will work closely with Conflict of Interest and Sponsored Programs by conducting reviews related to disclosures to universities and to federal sponsors. This position requires maintaining expertise in ITAR, EAR, OFAC regulations, NSPM-33, the CHIPS and Science Act of 2022, and CUI policies, and participation in professional development opportunities. Due to the nature of this position, the candidate must be eligible to access export controlled information.

Responsibilities (Detailed)

Regulatory Compliance Oversight — Interpret and apply U.S. export control laws and regulations, including EAR, ITAR, and OFAC sanctions; monitor regulatory changes and advise stakeholders. Technology and Research Review — Review sponsored research proposals, awards, contracts, and technology transfer activities to identify export control issues; determine licensing requirements and advise on permissible activities. Restricted Party Screening — Conduct and document screenings of collaborators, visitors, and foreign entities; investigate and escalate potential matches with legal counsel as needed. International Travel and Shipping Oversight — Review international travel and field research activities for compliance; provide guidance on export classification, license determination, and hand-carry/shipment of controlled items abroad. Licensing and Agreements — Prepare export license applications, CJ/CCATS requests, and TCPs; support negotiation and compliance of terms in MTAs with export control implications. Education and Outreach — Develop and deliver training programs; create educational materials and guidance documents. Foreign Influence and Research Security — Support federal research security requirements, review foreign collaborations, funding, and appointments; partner with research integrity and compliance offices to address undue foreign influence risks. Recordkeeping and Audits — Maintain export control review documentation; assist in internal audits and responses to inquiries. Collaboration and Policy Development — Work with Sponsored Projects, General Counsel, Tech Transfer, EHS, and International Affairs; contribute to policy development and SOPs. Legal and Ethical Risk Assessment — Provide legal analysis to support decisions and enhance defensibility of compliance actions. Additional tasks as needed.

Minimum Qualifications

Master’s Degree + two years of related experience or Bachelor’s degree + six years of related experience or 14 years of related experience or equivalency (one year of education can be substituted for two years of related work experience).
