Associate Director, Research Security and Export Control Officer. Full-time position located at Main Campus (Gainesville, FL). Job Description overview: oversee UF's export control compliance program as the UF Empowered Official for Export Controls and lead the office's research security efforts, including risk assessment, compliance reviews, and collaboration with university stakeholders. Responsibilities
Export Control Compliance Program Oversight: Serve as the UF Empowered Official for Export Controls, overseeing UF's Export Control compliance program, including reviews of research projects, invention disclosures, material transfer agreements, and other UF efforts for export control issues. Draft, submit and monitor all export control related license applications, including ITAR licenses, EAR licenses, OFAC licenses, and draft commodity jurisdiction and commodity classification requests. Develop, implement, and monitor Technology Control Plans (TCP) and related exemptions; perform ongoing annual compliance reviews of TCPs and other mitigation plans. Maintain familiarity with regulatory developments (ITAR, EAR, OFAC, DOE rules, and related filing requirements). Develop UF guidelines, policies, and procedures related to export control compliance. Research Security Program Oversight: Lead the office's research security efforts, including risk assessment and mitigation. Review and approve international sponsored research projects, agreements, and collaborations for compliance with UF, state, and federal requirements. Conduct screening and review of engagements with foreign collaborators, foreign nationals for employment, and UF employee international travel; perform risk assessments of international engagements and implement risk mitigation as appropriate. Monitor legislation and regulations in the area of research security (e.g., NSPM-33, CHIPS and Science Act, Florida statutes). Collaborate with administrators across UF to conduct periodic reviews of coverage and effectiveness of programs. Promote research compliance, provide outreach and education to faculty, staff, and students on ethical conduct of research. Provide direct supervision and mentoring to three professional Compliance Analysts, and mentorship to other department staff. Provide direction and oversee work assignments for the team. Qualifications
Required Qualifications: Master's degree in an appropriate area and four years of relevant experience; or a bachelor's degree in an appropriate area and six years of relevant experience. Preferred: Strong leadership, interpersonal, and communication skills. Ability to understand and interpret complex regulatory requirements and apply them in an academic setting. Export control compliance experience in an academic setting. Experience administering a research security program in an academic setting. Science, engineering, or legal background.
