Overview

Under general direction of the Chief Structural Inspector, assists in overseeing the review of structural plans, specifications and permits to ensure safety, conformance and compliance with applicable laws, codes, ordinances, and regulations. Responsible for compliance in the inspection of buildings, structures, and premises for conformance with building code, for assigning and reviewing the work of other structural inspectors and structural plans examiners, and for reviewing structural plans. Assists the Chief Structural Inspector to render interpretations of the Florida Building Code and to adopt policies and procedures to clarify the application and administration of the codes provisions. Work is reviewed through conferences and progress reports for adherence with established policies and procedures.

Job Summary / Responsibilities

Assist the Chief Structural Inspector with planning, organizing, and supervising the work of field inspectors and plans examiners.

Train new structural inspectors and plans examiners.

Receive and review applications and plans, check structural features of plans, and answer inquiries concerning building code requirements.

Prepare reports of building inspections and investigations; provide interpretations of revisions to building regulations.

Communicate and work with other chiefs and plans examiners about issues that overlap concerning permit and code requirements.

Consult with architects, engineers, general and specialty contractors, and homeowners on building plan review to streamline the permitting process.

Assist the Chief Structural Inspector as required with activities of the Unsafe Structure Board; recommend condemnation and demolition of buildings and unsafe structures to appropriate jurisdictional bodies; authorize condemnation of faulty and hazardous installations}

Serve as a subject matter expert on plan examinations; establish policies, practices, and procedures and ensure implementation.

Review site plans and building permit applications to assure compliance with civil engineering and floodplain management provisions of the City Code.

Review and approve Elevation Certificates (with possession of a Certified Floodplain Manager (CFM) certificate).

Conduct field inspections; enforce FEMA regulations as they relate to the structural discipline.

Assume the functions of the Chief Structural Inspector in their absence.

Attend seminars and training to stay informed on new developments and code changes.

Represent the City professionally with colleagues and clients, upholding City ethics and conflicts-of-interest policies.

Establish and maintain effective relationships with colleagues, supervisors, managers, and the public.

Performs related work as required for this position description.

Required:

High School Diploma or GED; valid State of Florida Driver's License.

Must be certified, as required by the State of Florida BCAIB, as a Structural Plans Examiner and as a Structural Inspector (Engineers are exempt from BCAIB only).

Must have qualifications to review high-rise construction projects.

Must be certified by Board of Rules and Appeals and meet at least one of the qualifications listed:

Be a Florida Registered Architect or a Florida Licensed Professional Engineer (HVHZ experience or HVHZ exam); or

Be a Standard Inspector with HVHZ experience and related qualifications; or

Be a BCAIB Standard Inspector in Structural discipline with HVHZ experience; or

Be a licensed G.C. with HVHZ experience; or

Five (5) years of structural construction experience with HVHZ experience and potential licensure requirements within one year.

Preferred:

Bachelor’s degree in civil engineering, architecture, construction management or related field.

Training in NFIP with Certified Floodplain Manager (CFM) certificate required within twelve months.

Additional education and experience or an equivalent combination may be substituted for the above requirements.

Certificates, Licenses, Registrations

Certified General Contractor License from the State of Florida

Standard Inspector License or certification from the State of Florida

Standard Plans Examiner License from the State of Florida

Valid Driver’s License with proof of auto insurance

Background Check and Driving Abstract with acceptable records

Knowledge, Skills, Abilities

Knowledge of building construction materials and methods, and stages of construction where violations may be observed.

Knowledge of building standards, codes and related laws.

Ability to detect faults and appraise quality of construction.

Ability to read and interpret plans, specifications, and blueprints and compare with construction in process.

Effective written and oral communication; ability to organize, prioritize, and multitask.

Ethical conduct and ability to work with diverse public and colleagues.

Physical Demands Tasks may involve lifting up to 50 pounds, climbing, stooping, kneeling, crouching, crawling, and extended periods of keyboard use, standing or walking. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work Environment Office work is sedentary; inspections involve moderate to heavy physical activity outdoors in all weather conditions with potential exposure to insects, animals and hazards.
