NYC Department of Social Services The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Fair Hearing and Conference/Pre-NOI/FH New Initiatives & Quality Analysis (FHNIQA) consists of three areas in the Division of Fair Hearing: Fair Hearing & Conference (FH&C); Pre Notice of Intent (Pre-NOI); and Fair Hearing New Initiatives & Quality Analysis (FHNIQA). This unit supports ongoing initiatives related to FIA, Medicaid, Advocate Inquiry, Office of Administrative Hearing (OAI), Office Program Performance & Financial Management (OPPFM) and Department of Homeless Services (OHS). Fair Hearing Administration is seeking one (1) Associate Benefit Opportunity Specialist I to function as Fair Hearing & Conference Specialist in the Fair Hearing and Conference Unit. Responsibilities
Work with Cash Assistance recipients to resolve case actions affecting CA, SNAP, and Medicaid benefits by conducting conferences, reviewing action plans, and notifying clients of conference decisions. Ensure appropriate corrective actions are taken by notifying Job Center staff as needed. Conduct in-person and/or telephone conferences to determine case resolution. Review databases (WMS, POS, SEAMS, etc.) to verify accuracy of actions or NOI/decisions and route cases to the appropriate Fair Hearings/FIA Unit using the FHEMS system. Advise clients and their representatives of Fair Hearing rights to appeal adverse conference decisions to the NYS DSS Fair Hearing Division. Prepare electronic Fair Hearing evidence packets using FHEMS and coordinate with Fair Hearing Representatives to ensure packets are complete and resolutions are included. Review fair hearing stipulations (Pre-Hearing Disposition) to determine follow-up actions and notify Job Center staff of required actions to comply with decisions. Monitor and review individual system queues to ensure timely completion of work. Stay informed of changes in Agency Policies and FHEMS system. Serve as the service representative for client complaints, determine necessary actions to resolve complaints, and provide referrals to other HRA social service agencies when needed. Receive and respond to inquiries and complaints from outside agencies, public officials, and central office operations regarding clients and fair hearing activities. Provide emergency coverage at other locations within the same region under the direction of the covering Office Manager. Location and Schedule

Associate Benefits Opportunity
- 56316 A four-year high school diploma or its educational equivalent, and three years of full-time satisfactory experience working directly in social/human services or related settings, providing client services. Either a baccalaureate degree from an accredited college with eighteen months of full-time satisfactory experience as a Benefits Opportunity Specialist, or eighteen months of full-time satisfactory experience as described in the preceding item. College credits may be substituted for experience on the basis of 60 semester credits for 9 months of work experience, with at least 18 months of full-time satisfactory experience as a Benefits Opportunity Specialist or related social/human services work. Preferred Skills
Excellent communication and writing skills; knowledge of Agency operations and NYS social service policy/procedures. Strong analytical, problem-solving, and time-management skills; detail-oriented. Knowledge of FHEMS, WMS, POS, NYCWAY, WARM, PAM, and SEAMS; proficient in Excel. Additional Information
