Under the general direction of the Recreation Superintendent, or designee. Performs responsible administrative and supervisory work directing and managing the recreation operations in Leisure Services. Work includes the planning, organizing, managing, and directing of comprehensive recreational programs and facilities in accordance with City codes and Departmental policies. Work is performed with considerable independence. Work is reviewed through oral and written reports, conferences, and results obtained.

Manages and facilitates recreation programs, rentals, and events at City facilities.

Assists in the coordination, planning, and operations of special events.

Plans, assigns, supervises, and evaluates the work of subordinates, contractual instructors, and volunteer staff.

Responsible for developing, staffing, scheduling, equipping, supervising and evaluating seasonal and yearly leisure programs and activities.

Trains, supervises, and assists staff in the development and implementation of recreational programs, reservations, and events.

Assists in the determination of recreation program needs; creates annual goals, measures and action plans.

Conducts and/or coordinates staff and volunteer training sessions.

Prepares administrative reports including activity reports, publicity, program evaluations, purchase requisitions, work orders, invoices, and attendance reports.

Effectively responds to inquiries regarding recreation programs, reservations, and registration fees; administers instructor pay procedures.

Makes presentations to interested civic groups; responds to requests for information.

Maintains administration and operations of recreational facilities and equipment to include safety inspections; opens and secures facilities for events; ensures the proper care and use of equipment; enforces rules and regulations of proper facility use; maintains order of recreational areas.

Prepares financial reports.

Assists in the preparation of the annual Department budget; makes recommendations.

Performs administrative tasks such as registration, scheduling, requisitioning supplies, facility rental, and equipment maintenance.

Confers with community groups, individual and contractual instructors to determine participant needs.

Remains active in professional associates; stays current on trends in the profession.

Performs special assignments and/or projects as requested.

Evening and/or weekend work will be required.

Performs other duties as assigned.

KNOWLEDGE, ABILITIES, AND SKILLS

Knowledge of the principles and practices of community leisure services administration.

Knowledge of public facility management from the developmental stage to operation.

Knowledge of safety practices and procedures as applied to recreational, aquatic, and athletic programs.

Being flexible, proactive, and progressive while developing resolutions to community issues and general concerns.

Knowledge of a wide range of recreational, athletic activities, recreation administration, and related facilities or equipment.

Knowledge of budgetary development and administration.

Ability to plan, assign and supervise the work of subordinates.

Ability to maintain effective working relationships with participants, community groups, and advisory boards.

Ability to effectively communicate and collaborate with elected officials, Department Directors, the general public, and Staff in an effort to achieve common goals, objectives, and outcomes.

Ability to write and present clear, concise reports, memorandum, directives, speeches, and Basic computer knowledge, use, and application.

Ability to maintain clear and adequate reports and to maintain records.

TRAINING AND EXPERIENCE Bachelor's Degree from an accredited college or university in Recreation or Leisure Services; supplemented by three (3) years of progressively responsible experience in recreation and/or leisure services, one (1) year at a supervisory level; or an equivalent combination of training and experience. Certified Park & Recreation Professional required. Valid Florida Driver’s License.

ENVIRONMENTAL CONDITIONS Works inside in an office environment and outside, in various weather conditions.
