Responsibilities
Under direct supervision, ensure accessibility of patient record information to authorized users within HIPAA, Patient Privacy Act, and ANMC policies and procedures.
Initiate the medical record release process by inputting requests into the software system, reading and interpreting medical records, forms, and authorizations.
Respond to internal and external requests for release of information contained in patients’ medical records, including patient, facility, state, federal, and local authorities.
Collaborate with management to ensure patient rights to inspect, amend, and restrict access to protected health information.
Organize and maintain the department; assist in management of the release of medical information; ensure ability to release and track all medical information and distributions; record all incoming requests in an electronic database; ensure quality customer service and timely information delivery.
Support management, medical staff, and corporate compliance and risk management to protect patient privacy and confidentiality and ensure standards are met; present health records in court proceedings as assigned.
Demonstrate proficiency in medical record analysis and release of information to patients, insurers, hospitals, and state or legal requests; understand treatment, payment, and operations release requirements.
Interact with customers in person, email, and/or phone in a professional and friendly manner.
Manage phone calls and emails; transport mail to and from the mailroom daily.
Perform other duties as assigned.
Levels and Duties
Release of Information Specialist II — Reproduce requests for audits and FTCA, meet quality and productivity metrics, use legacy systems to retrieve medical records, assist with training of Level I employees, and work with minimal direction.
Release of Information Specialist III — Manage customer calls needing additional attention, assist with workflow development, help identify work volumes and priorities, maintain schedules, facilitate item resolutions, and train Level I and II ROI specialists.
Knowledge, Skills, and Abilities
Knowledge of release of information policies and procedures, HIPAA, The Joint Commission requirements, hospital environment, health information services policies, and the Patient Privacy Act.
Knowledge of medical terminology and customer service concepts and practices.
Knowledge of the Alaska Tribal Health System and ANTHC, and Alaska Native cultures.
Basic computer skills; ability to establish cooperative working relationships; ability to manage multiple priorities and meet deadlines; effective communication; ability to follow established guidelines and procedures.
Minimum Education Qualification High school diploma or GED equivalent.
Minimum Experience Qualification
Release of Information Specialist I — Non-supervisory, six (6) months of medical office or hospital experience.
Release of Information Specialist II — Non-supervisory, three (3) years of department experience or medical office/hospital experience; equivalent combinations may be substituted.
Release of Information Specialist III — Non-supervisory, five (5) years of department experience or medical office/hospital experience; approved equivalent combinations may be substituted.
