With 40+ years of heavy civil experience, AIS Infrastructure (AISI) footprint spans across the Southern United States, with our headquarters based out of Chattanooga, TN. About the Job

The Director of Human Resources leads the HR function for AIS Infrastructure, providing both strategic direction and operational oversight across all regions. This position partners with executive leadership, regional operations, and corporate HR to develop and execute people strategies that attract, develop, and retain top talent.

The Director serves as a trusted advisor to senior leaders and a mentor to HR Managers across the company, ensuring alignment of HR programs with business goals and AIS's core values of safety, integrity, and excellence.

Responsibilities

Strategic Leadership

  • Develop and execute HR strategies that align with business goals and long-term growth plans.
  • Serve as a key advisor to executive leadership on workforce planning, organizational design, and succession strategy.
  • Build HR capability across the company through coaching, process development, and accountability.
  • Lead organizational change and communication initiatives that support cultural integration and performance.
  • Partner with ASRC Industrial HR leadership to ensure alignment with enterprise standards and systems.
  • Drive diversity, equity, and inclusion initiatives consistent with AIS and ASRC Industrial's objectives.

Operational Oversight

  • Lead and manage HR Managers across East and West operations, ensuring consistent HR delivery companywide.
  • Oversee recruiting, onboarding, and workforce planning across multiple regions and functions.
  • Supervise employee relations, investigations, and performance management processes.
  • Partner with finance and leadership on compensation structure, job evaluations, and pay equity reviews.
  • Oversee HR systems (HRIS, ATS, LMS) and data integrity across all regions.
  • Ensure compliance with all federal, state, and local employment laws, including California, Oregon, and Washington.
  • Develop and maintain standard operating procedures for HR operations and reporting.

Culture & Engagement

  • Promote a culture that values collaboration, accountability, and respect.
  • Lead engagement and recognition programs that strengthen retention and morale.
  • Partner with leadership and L&D teams to implement training and leadership development programs.
  • Use HR metrics and engagement survey data to identify improvement opportunities.
  • Serve as a role model for AIS's mission, values, and commitment to a safe and respectful workplace.

Compliance & Risk Management

  • Maintain compliant HR policies, procedures, and documentation.
  • Support internal and external audits and provide oversight of required reporting.
  • Ensure adherence to DOT, safety, and labor compliance requirements.
  • Monitor legislative and regulatory trends impacting HR and operations.

About You

In this role you will be a strategic partner in shaping high‑performing teams and driving organizational excellence. Your leadership will be instrumental in aligning people strategies with business goals, supporting workforce planning, and fostering a culture of safety, innovation, and performance.

Education & Certification

  • Bachelor's degree in Human Resources, Business Administration, or related field required.
  • Master's degree or MBA preferred.
  • Professional certification (SPHR or SHRM‑SCP) is strongly preferred.

Experience

  • 10+ years of progressive HR experience, including at least 5 years in a senior leadership or multi‑site HR management role.
  • Proven experience leading HR teams across diverse regions and business units.
  • Experience in construction, infrastructure, or field‑based industries preferred.
  • Demonstrated success in strategic workforce planning, organizational development, and change leadership.
  • Strong leadership and team development skills with a collaborative mindset.
  • Excellent interpersonal, communication, and influence skills across all levels.
  • Deep knowledge of labor laws, compliance, and HR systems.
  • Analytical approach to decision‑making and problem‑solving.
  • High integrity and sound judgment in sensitive matters.
  • Ability to manage competing priorities in a fast‑paced environment.
  • Office‑based role with regular visits to field offices and project sites.
  • Standard weekday schedule with flexibility to meet business needs.
  • Occasional travel across multiple regions is required.
  • Construction‑site visits may involve exposure to outdoor conditions and require PPE.
