Summary The Talent Acquisition Specialist II will be responsible for assisting with the daily functions of the Human Resources Department including managing full-cycle recruitment for a portfolio of departments, leading sourcing strategies, partnering with hiring managers, and delivering candidate-focused experiences aligned with organizational needs.

Supervisory Responsibilities This position has no supervisory responsibilities.

Manages full-cycle recruitment for professional and technical roles.

Partners with hiring managers to develop recruitment strategies and screening criteria.

Leads sourcing efforts via job boards, social media, and passive outreach.

Conducts in-depth interviews and provides candidate assessments.

Coordinates background checks, pre-employment screenings, and onboarding tasks.

Develops recruitment marketing materials and branding content.

Monitors recruiting metrics and prepares reports for leadership.

Ensures compliance with EEO, FLSA, and hiring regulations.

Leads job fair participation and builds talent pipelines.

Provides guidance to HR Assistants or Junior Recruiters.

Identifies hiring process improvements and implements new sourcing strategies.

Performs other duties as assigned.

Knowledge, Skills, & Abilities

Excellent customer service and communication skills, both verbal and written.

Ability to work in a fast-paced environment.

Must be able to stay organized and know how to prioritize the workload.

Ability to work independently and as part of a team.

Competency with computers and Microsoft Office 365 Suite.

Advanced analytical skills.

Knowledge of basic employment laws related to hiring (e.g., FLSA, FCRA, ADA).

Understanding of job classification principles and position description review processes.

Skill in reviewing job descriptions and identifying essential qualifications for alignment in postings.

Skill in using virtual interview platforms and scheduling tools.

Ability to maintain confidentiality and handle sensitive candidate and personnel data.

Ability to analyze applicant trends and recruitment source effectiveness.

Ability to represent the organization professionally at recruiting events and with external vendors.

Minimum Requirements

Bachelor’s degree in Human Resources, Business, or related field or equivalent work experience.

3–5 years of full-cycle recruiting experience in a mid-to-large organization.

Preferred Requirements

Familiarity with diversity hiring best practices and outreach programs.

Knowledge of job classification and compensation structure alignment.

Knowledge of EEO regulations and recruitment compliance practices.

Bilingual skills preferred for community-based recruitment efforts.

Familiarity with public sector or civil service hiring procedures and documentation requirements.

Physical Demands And Work Environment & Other Requirements While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25 lbs.
