Portland, OR – we welcome local in‑office candidates and can also support a remote position anywhere in the US. Relocation assistance is available.

Position Overview The Program Planning Manager will lead the Measure Development team for the Energy Trust Industry & Agriculture contract. This role is the primary point of contact for energy efficiency measure development and is responsible for ensuring compliance with Energy Trust technical guidelines, supervising the work of energy analysts, managing deliverables, coordinating with internal and external teams, and driving continuous improvement of the Measure Development team.

A Typical Day May Include

Manage deliverables for the annual measure development cycle.

Provide project management support for Measure Approval Document updates; prioritization, scheduling, and assigning tasks.

Lead weekly meetings with Energy Trust Planning and program staff.

Coordinate with the Industry & Agriculture team to bring new energy efficiency measures to market.

Develop and complete the annual measure research roadmap with input from stakeholders.

Oversee daily operations of process tools (OneNote, Excel, CRM dashboards).

Participate in strategy discussions for measure updates and future research needs.

Manage annual updates for tools, calculators, and forms.

Supervise 2‑3 energy analysts (including subcontractors).

Identify and manage stakeholder engagement for lighting calculator tools, industrial, and irrigation energy efficiency measures.

Coordinate with other Energy Trust program contractors for cross‑program needs.

Lead planning‑related research initiatives, including establishing timelines, guiding analysts, and ensuring alignment with client and program goals.

Design and develop new Direct Install offerings, including managing RFP processes and closed vendor networks.

Assess market barriers and implementation requirements.

Collaborate on logic models for program delivery.

Ensure new offerings align with priorities for equity, cost‑effectiveness, and customer engagement.

Qualifications

Bachelor’s degree in engineering (or related technical field) required.

4 or more years’ experience with commercial and industrial utility energy efficiency programs.

Experience analyzing energy systems and quantifying annual energy savings.

Understanding of energy efficiency utility program measure development process.

Creative and effective problem‑solving for project management.

Excellent organizational, communication, and leadership skills.

Proficiency in SharePoint, task trackers, CRM databases, Microsoft 365 suite.

Strong data analysis skills in Excel and PowerBi.

Ability to work well under pressure, adapt to change, and support team members.

Strong professional judgment and decision‑making skills.

Excellent interpersonal skills and ability to contribute to building a positive team spirit.
