Program Manager – Small Business
Reports to: Sr Program Manager – Commercial Existing Buildings.
Anticipated Start Date: As soon as possible. Position is open until filled.
Responsibilities
Manage all aspects of Small Business offerings within the Commercial Existing Buildings program, including goal setting, budgeting, program development, and implementation of three primary tracks: Small Business Direct Install, prescriptive offers, and custom approaches for unique projects. Annual budget approx $10-15 million.
Ensure program design, strategy, marketing, and implementation activities are aligned with Energy Trust’s strategic plan and coordinated with utility partners and community‑based organizations.
Oversee program contracting process, including development of RFPs, scopes of work, soliciting bids, negotiating and finalizing contracts, and managing the budgets and execution of the contracts.
Represent Energy Trust interests and give persuasive presentations to external stakeholders at public events.
Assist in program evaluations, reviews, and other job‑related duties as assigned.
Qualifications
Bachelor’s degree in engineering, science, economics, business, finance, architecture, environmental science, or equivalent professional experience.
Five years of experience working with small businesses, non‑profits, or public agencies, with energy efficiency experience preferred.
Experience managing program and project budgets ranging from $10-15 million, with budget management to ensure funds are used effectively and deliverables are met.
Understanding of contract administration, risk mitigation, and program design, delivery, and implementation.
Strong contractor personnel management skills and financial analysis, prioritization, and time management.
Strong analytical, writing, and communications skills and experience working on multiple team‑based initiatives.
Knowledge of utility regulatory environment and political context for Energy Trust’s work.
