US Export Compliance Operations Manager

Export & Trade Compliance is a critical part of enabling growth for General Mills. This role is responsible for ensuring U.S. export shipments and business activities comply with all applicable U.S. and international trade laws and regulations. Key accountabilities include managing day‑to‑day export compliance operations, leading process improvements, and partnering with business units, logistics, and external stakeholders to minimize compliance risk while supporting global growth.
This position requires cross‑functional collaboration with transportation, planning, R&D, finance, suppliers & customers, regional logistics, legal, commercial, and sourcing teams to enable trade and international expansion while ensuring compliance.
Key Accountabilities
Manage and maintain standard operating procedures and documentation related to U.S. export regulation systems.
Provide day‑to‑day compliance leadership in accordance with the Export Administration Regulations (EAR), OFAC and USDA/AMS/FDA Regulations.
Lead process improvements related to customer and country‑specific documentation requirements.
Partner with Food Safety & Quality team to execute USDA & FDA regulations and programs.
Monitor and evaluate emerging U.S. export trade policy issues & changing country‑specific requirements.
Develop and manage key performance indicators to ensure successful execution of export compliance.
Partner with logistics teams and freight forwarders to ensure compliant filing of EEIs and other export documentation.
Oversee U.S. export compliance audits, voluntary disclosures, and corrective action plans.
Manage customs/census/PGA investigations or inquiries related to U.S. exports.
Maintain a compliant record‑keeping program for all U.S. export shipments.
Continuously evaluate the performance of freight forwarders and proactively address compliance gaps.
Support Marketing, Sales & Customer Service, R&D and other teams as required to ensure export compliance.
Support global growth initiatives through the execution of new cross‑border projects/processes.
Manage U.S. Export Trade programs: USDA Sugar Re‑Export & USDA U.S. Export Sales Reporting (Flour).
Provide guidance as needed to Trade Compliance lead on U.S. Duty Drawback program.
Participate in Global Trade Management system (E20pen's Trade Automation) processes, upgrades, & enhancements to automate and streamline export compliance activities.
Manage the training, oversight, daily direction setting and annual performance management cycle for a team of 2 export analysts.
Oversee U.S. Export operations tasks performed in the General Mills India Center.
Lead and guide the ongoing development of Export Operations priorities and future state roadmap.
Required Qualifications
5+ years of experience in U.S. Export Compliance or Regulatory Operations.
Working knowledge of Incoterms and international transportation processes.
Ability to thrive in ambiguity and times of significant change.
Strong communication skills across different geographies & cultures.
Highly motivated, self‑starter with strong organization and prioritization skills.
Ability to think strategically and to collaborate, evaluate outcomes.
Excellent work ethic and commitment to delivering high quality results & customer service.
Strong project management and continuous improvement skills.
Preferred Qualifications
Experience in USDA/FDA Export regulatory compliance for a global organization.
Experience directly leading a team within a dynamic, global organization.
Experience in food manufacturing operations, logistics, customer service, or other related functions.
Experience with E20pen's Trade Automation & SAP ERP systems.
Experience managing relationships with diverse stakeholders across the globe.
Experience developing and governing process.
Associates or Bachelor’s Degree in Supply Chain Management, International Business, or related degree.

International relocation or international remote working arrangements (outside of the U.S.) will not be considered.

Salary Range The salary range for this position is $93,700.00 - $140,700.00 / Annually. At General Mills we strive for each employee’s pay at any point in their career to reflect their experience, performance, and skills for their current role.
