The Human Resources Generalist will have responsibilities in the following functional areas: employee relations, training, performance management, benefits administration, onboarding/off‑boarding, policy implementation, recruitment/employment and employment law compliance.

The Human Resources Generalist will provide the following human resources services to operations (City Planning, Purchasing, Finance, Public Works, Engineering, Police Department, Fire Department, etc.) across the City:

Responsibilities

Participates in developing department goals, objectives and systems.

Assists in coordinating various programs, including employee development, engagement, benefits, compensation, and other special projects as assigned.

Identifies and recommends opportunities for process improvement, implementation of best practices, and introduction of new approaches to enhance organizational productivity.

Conducts recruitment effort for all exempt and nonexempt personnel, students and temporary employees.

Performs benefits administration to include managing open enrollment, working with employees to complete online enrollment, participating in annual open enrollment meetings, and acting as a liaison between the benefits providers and the employees when needed.

Assists in the development and implementation of personnel policies and procedures; prepares and maintains employee handbook and policies and procedures manual.

Monitor the performance review process and provide training as needed to employees and management.

Participate in job evaluation and compensation program design.

Handles employee relations counseling and action plans.

Conducts external research and on a variety of HR topics to identify trends and best practices in the HR and the public sector.

Conducts new hire orientation.

Conducts employee off‑boarding including employee exit interviews and processing exit paperwork for departing staff.

Maintains human resource information system records and compiles reports from the database.

May serve as project and initiative manager for short‑cycle, cyclical and ad‑hoc projects within the HR Team.

Maintains compliance with federal and state regulations concerning employment.

Performs other related duties as required and assigned.

Qualifications Position Requirements: Bachelor’s degree in human resources (or related field) and 1‑3 years of human resources experience preferred OR a high school diploma and 5 years of human resources experience.

Compensation and Benefits Compensation will be commensurate with education and experience.
