Job Overview
Contract Specialist role at Cherokee Federal (Cherokee Nation Strategic Programs, CNSP division). This position will provide a full range of contracting services such as pre‑award, cost and pricing, contract award, and post‑award services, and assist contracting officers in the development of solutions, recommendations, processes, and specialized instruments such as grants, task orders, cooperative agreements, and other transactions.

Estimated Starting Salary Range: $70,000–$73,000
Pay commensurate with experience

Responsibilities
Provide support for F‑22 FTU Beddown and all other 633d CONS requirements/projects as appropriate leadership and mission dictates
Provide Contract Management Support to satisfy contracting objectives of Joint Base Langley‑Eustis using standard procurement methods outlined in FAR and DOD/USAF supplements
Mentorship & Training: communicate with civilian and military personnel to professionally provide business advice and guidance
Contract Review Committee: review solicitation, contract award or modification for contractual sufficiency including all supporting documentation in accordance with FAR
Pre‑Award: guide and assist base personnel in planning and developing specifications, descriptions, and performance work statements
Award: utilize SPS and AMS such as CON‑IT, KTFS, and AMS for contract terms and conditions, prepare abstracts and verify SAM, assist with negotiations, secure regulatory clearances
Post‑Award: perform contract administration, maintain contract files, review invoices, prepare modifications, monitor performance, conduct site visits, prepare negotiation memoranda, recommend curing notices, evaluate contractors, and conduct closeout
Performs other job‑related duties as assigned
Qualifications
Completed BA/BS or MA/MS degree from an accredited college or university
Minimum eight (8) years of experience in pre‑award, award, and post‑award contracting functions
Level II Acquisition Professional Development Program (APDP)/Defense Acquisition Workforce Improvement Act (DAWIA) contracting certification or commercial equivalent courses required
Strong written and verbal communication skills
Proficiency with Microsoft Office (Excel, Word, PowerPoint) and procurement software (CON‑IT, KTFS, IRAPT/PIEE, internet)
Working knowledge of contract management practices, Quality Assurance/Control principles, and FAR required
U.S. citizen with a clear background for government security investigation and ability to obtain Clearance or CAC
Must pass pre‑employment qualifications of Cherokee Federal and be restricted to U.S. citizens; active Public Trust clearance required
