Exempt; full-time; 40 hours per week; Monday – Friday; 7 am to 3:30 pm; full-benefits

This professional management position oversees all activities related to maintenance of all water and wastewater infrastructure, including preventative maintenance and routine repair of pump stations, water meters, manholes, and related utilities. Responsible for planning, organizing, assigning, and reviewing work for all staff, hiring personnel, establishing and administering budgets, managing procurements, and developing new programs. Supervision is given to department staff. Supervision is received from Division Director, Water and Sewer Utilities.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

Responsibilities

Oversee daily operations and long-term planning for water and wastewater system maintenance activities, including valve, hydrant, manhole, main, and service line repairs

Develop, track, and report on KPI’s and other operational metrics to assess crew performance, and asset reliability; utilize data to identify areas for improvement

Respond to water/sewer emergencies, system failures, and after-hours incidents, providing leadership during critical situations

Plan, schedule, and prioritize work assignments to ensure efficient use of labor, equipment, and materials, while meeting service level expectations and safety standards

Collaborate with internal teams including engineering, operations, customer service, and asset management to ensure alignment and effective communication across functions

Assist with the development and implementation of operational policies, procedures, and training programs to ensure compliance with regulatory requirements and best practices

Evaluate and recommend maintenance strategies based on condition assessment data, field observations, and risk-based analysis

Support the division’s strategic planning efforts by providing operational insights and contributing to performance dashboards, metrics and reports

Monitor employee performance, set performance goals, conduct performance evaluations, develop and update department job descriptions

Administer personnel functions for the department to include hiring, evaluating, staff development, mentoring, and counseling of subordinates; ensure appropriate staff training and certifications are maintained

Prepare accurate work orders and field records and maintain records of completed assignments; utilize asset management software to enforce a preventive maintenance for equipment

Manage and schedule staff to provide 24-hour on-call coverage

Authorize procurements (equipment and supplies) and p-card activities, and prepare detailed procurement documents for large equipment, supplies and materials in accordance with County procurement rules and regulations

Develop and administer standard operating procedures for equipment maintenance, infrastructure repair and operation to ensure optimum performance and safety with minimal adverse impact to the environment

Plan, prepare and monitor Department Operating Budget, Capital Equipment Budget and Capital Improvement Projects Budget

Assist in the review of plans and drawings for certain water and sewer contracts, in collaboration with Project Managers and/or Engineers

Develop and manage contracts for supplemental services such as, but not limited to mowing, trenchless pipe rehabilitation, manhole rehabilitation, root treatment, grinder pump services

Investigate customer complaints and internal/external (public) matters; expedite and communicate resolution to Department Heads

Drive a county vehicle to visit and inspect facilities

Perform other duties as assigned

Qualifications

Associate's Degree in Business Administration, Environmental Science, Public Administration, or related field

Minimum 10 years of progressively responsible water and/or wastewater maintenance work experience, which must include the following:

Minimum 2 years of budgetary/fiscal management work experience

Minimum 2 years of supervisory work experience

Current dual certification is required (water and wastewater). If not certified at time of hire, must obtain temporary MD certifications immediately upon hire and secure the required dual certifications within 6 months of hire. Acceptable minimum certifications include Maryland Wastewater Collection License and Maryland Water Distribution Certification issued by the Maryland Board of Waterworks and Waste Systems Operators

Possession of a valid automobile operator’s license

Intermediate skills in the use of Microsoft 365

NOTE: Possession of the following valid certification as a Class 4 Water Treatment Plant Operator certification and/or Class 5 Wastewater Treatment Plant Operator certification may substitute for the Distribution and Collection certifications.

NOTE: A combination of relevant education, work experience and/or certification may be considered towards the overall requirements of this position.

Knowledge / Skills / Abilities

Ability to maintain County Authorized Driver privileges

Strong clerical and record-keeping skills, including the ability to accurately perform basic math and financial functions

Ability to accurately compile and prepare statistical data and reports

Ability to effectively access and utilize Microsoft 365, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required

Ability to effectively organize work, determine priorities, including the ability to make decisions and complete assigned duties with minimal supervision

Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality

Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures

Ability to establish and maintain effective working relationships with government officials, co-workers, other divisions, State and federal agency representatives and the general public

Ability to solve problems and provide guidance to staff including training in trades skills, safety and management

Ability to analyze complex situations and make sound decisions on appropriate action

Advanced knowledge of water and sewer systems maintenance procedures

Advanced knowledge of construction methods, materials, techniques, equipment, and safety procedures used in the operation of water and sewer utilities and related infrastructure, including but not limited to well pumps, water and/or sewage pumps, blowers, instrumentation, PLCs, motors, back-up generators, switch gear, etc.

Knowledge of procurement regulations, the use and management of contracts, and the various methods of procuring equipment and services

Knowledge of safe working practices including confined space entry, traffic safety, ladder safety, fall protection

Considerable knowledge of Microsoft 365 and other related computer programs, with ability to effectively use automated procurement and work order software

Ability to effectively administer and prepare budgets and to compile and analyze detailed fiscal information

Ability to effectively train, supervise and evaluate the work performance of assigned staff

Preferred Qualifications

Additional related education

Local government work experience

Experience reading and utilizing water and sewer system as-built drawings

Work experience utilizing asset management software for task management and financial planning (OpenGov/Cartegraph, GIS Tools, etc.)

Current Class 4 Water Treatment Plant Operator certification, Class 5 Wastewater Treatment Plant Operator certification, Maryland Wastewater Collection License and/or Maryland Water Distribution Certification

Physical Requirements / Working Conditions

While working in this position, the employee is required to frequently sit, walk, perform repetitive motions, and drive; occasionally reach; and rarely climb

While working in this position, the employee is required to frequently work indoors and outdoors, and walk on uneven ground; occasionally required to use protective equipment; and rarely work in confined spaces, work at heights or below ground level

This position is considered essential in the event of an emergency or inclement weather

Available on-call 24/7 to respond to significant event and/or emergencies

Flexibility in routine work schedule to accommodate meetings, occasionally short notice at times, including nights and weekends

Required certifications must be maintained throughout tenure of employment. Loss of required certification may result in termination

This position is designed as security-sensitive, requiring a satisfactory back investigation conducted by the Frederick County Sheriff’s Office in accordance with the established Frederick County policy. Estimated completion time for this background investigation is 60 days
