Construction Estimator - Wastewater

The pursuit of technically demanding infrastructure and treatment projects calls for an experienced Estimator to join our team, focused exclusively on water and wastewater facilities. This position plays a key role in developing complete cost estimates, quantity take‑offs, and bid packages for process treatment plants, pump stations, pipelines, and related civil and structural work. The Estimator will oversee the full procurement process assembling bids, coordinating trade partners, and producing accurate, timely, and competitive proposals for hard‑bid, CMAR, and design‑build projects.

Essential Duties and Responsibilities

Prepare detailed cost estimates, quantity take‑offs, and bid reports for water/wastewater projects.

Perform estimation of process treatment equipment, buried wet utilities, structural concrete, earthwork and structure excavation/backfill, chemical treatment systems, and pumping systems.

Analyze plans and specifications to develop complete scopes of work and assign bid packages to trade partners.

Develop and execute procurement strategies during bid preparation and proposal phases.

Maintain and expand relationships with subcontractors, suppliers, and vendors specializing in water and wastewater construction.

Identify, evaluate, and communicate project risk factors and cost impacts.

Support design‑assist and design‑build pursuits through conceptual estimating, assembly pricing, and design input.

Collaborate with the Operations and Project Management teams to transition estimates into budgets, cost controls, and labor tracking systems.

Utilize leading estimating and modeling software such as InEight, Hard Dollar, B2W, Planswift, HCSS Heavy Bid, SmartBid, REVIT, and AutoCAD.

Devise bid schedules, purchase scopes, and subcontract documents in coordination with project leadership.

Manage and mentor junior estimators in proper estimating techniques, company procedures, and cost‑tracking methods.

Position Qualifications

Bachelor's degree in Civil or Structural Engineering, Construction Management, or a related discipline, or equivalent industry experience.

10+ years of estimating experience with a focus on wastewater and water‑treatment construction.

Strong understanding of key wastewater process concepts: Biochemical Oxygen Demand (BOD), Mean Cell Residence Time (MCRT), Population Loading, Total Suspended Solids (TSS), sludge handling, and sampling methods.

Proven track record estimating complex scopes including process mechanical systems, treatment basins, chemical feed facilities, and pumping installations.

Proficient in Microsoft Office Suite (Excel, Word, Outlook) and cost‑management software tools.

Demonstrated success with hard‑bid, design‑build, and CM@R project delivery.

Excellent written, verbal, and organizational skills.

Valid driver's license and ability to visit project sites as needed.

Established relationships within the civil, water, and wastewater construction community preferred.

Compensation and Benefits

Compensation Range:

$90,000 – $125,000 annually DOE and position level.

Company Vehicle:

Available for qualifying roles per company policy.

Cell Phone Allowance:
